Job summary

VennGroup is seeking an Interim Senior Programme Manager (Commissioning) to lead a high-profile business case from inception to completion. You will work with senior leaders and stakeholders across the organisation, own the analysis, options appraisal and governance, and deliver evidence-based recommendations within a three-month assignment.

You should have a proven track record in complex programmes, options appraisal, financial modelling and risk management, with the ability to work

Interim Senior Programme Manager (Commissioning)

This is an exciting opportunity for a confident programme professional who can operate at pace, work independently and bring structure and clarity to complex strategic challenges. You will lead the development of a robust, evidence-based business case, exploring alternative delivery models and providing clear recommendations to support senior decision-making.

You will work closely with senior leaders, subject matter experts and stakeholders across the organisation, but there will be no dedicated project team. You will therefore need to be comfortable taking personal ownership for the work, driving activity forward and delivering high-quality outputs from start to finish.

About the Role

Reporting to the Associate Director for Children's Social Care Transformation, you will lead a complex and high-profile piece of strategic work from inception through to completion.

Your primary responsibility will be to develop a comprehensive business case that:

• Explores and assesses alternative future delivery options
• Evaluates the risks, opportunities and implications of each option
• Provides robust financial and operational analysis
• Considers governance, implementation and transition requirements
• Draws on stakeholder and market insight
• Provides clear, evidence-based recommendations for future decision-making

Key Deliverables

During the three-month assignment, you will be expected to deliver:

• A comprehensive options appraisal and assessment of future delivery models
• Stakeholder and market engagement activity, with findings incorporated into the recommendations
• High-level implementation and transition considerations
• Clear analysis of risks, opportunities, financial implications and dependencies
• Concise and compelling recommendations to support senior-level decision-making
