An established industry player is seeking a Senior Commissioning Manager to oversee the commissioning of health and social care services. This pivotal role involves leading innovative strategies, managing budgets, and ensuring high-quality service delivery for residents. JOB SUMMARY:
Tower Hamlets Council in partnership with Tower Hamlets Clinical Commissioning Group (CCG) have created an integrated commissioning division to lead on the establishment and delivery of innovative approaches to integrated commissioning across health and social care adults and for children and young people.
The Council and CCG, through the Tower Hamlets Together partnership have a shared vision, ambition and drive to become one of the best interconnected commissioners of provision for residents in the borough, supporting the delivery of joint planning and joint commissioning in order to ensure the best possible outcomes and maximum value for a collective investment.
The Senior Commissioning Manager will play a key role in delivering the ambition for joint commissioning and will have a lead role for the commissioning of a portfolio area within the service.
ROLEREQUIREMENTS:
1. To oversee and lead the improvement of the commissioning of a portfolio area within the service to enable cost effective, appropriate and sustainable solutions for high quality services for service users across Tower Hamlets. This includes the commissioning and associated partnership working and decision-making, for a range of service and contracts commissioned by the local authority, the CCG or jointly.
2. To develop and implement strategies and associated delivery plans for the relevant portfolio area. These strategies will support service transformation, service innovation, high standards of customer care and the delivery of integrated service provision for service users.
3. To maximise the participation of users and carers in commissioning, in particular ensuring that systems are in place to encourage and enable service users, carers, families and advocates to participate in all parts of the commissioning process.
4. To manage commissioning staff and key projects across organisational boundaries, in both the CCG and Local Authority to deliver whole system transformation.
5. To undertake day-to-day management of budgets across the CCG and Local Authority where pooled budget arrangements
exist; ensuring the provision of regular reports on spend and MTFS delivery and performance.
6. To deputise for the Head of Service / Deputy Director as required.
7. Support the Head of Service in developing and delivering a joint strategic commissioning function and strategy on behalf of the Council, working with partners within the Council, the CCG, Tower Hamlets Together and relevant Partnership Boards / Steering Groups.
8. Take the lead in the development and drafting of commissioning strategies, frameworks and other documents relating to these areas as required by the Head of Service / Deputy Director and make recommendations for changes to policy to reflect local and/or national initiatives and statutory regulations.
9. Ensure equalities impact of changes to services are assessed and tracked, and mitigating measures are in place where negative impact is identified.
10. Identify, develop and implement innovative approaches to commissioning, using benchmarking, performance analysis and other techniques, to support the continued improvement, efficiencies and quality of services.
11. Working with other relevant services within the Council, the CCG and other partner organisations to ensure that all commissioning decisions are based on an analysis of the current and future needs for mental health services, demand projections, a robust evidence base and the integrated care aspirations of the Council.
12. Working across LBTH and the CCG to support innovation and transformation of services, ensuring quality improvement and an understanding of population needs and assets are included at the heart of service design and delivery.
13. To initiate, design, and lead special projects to support the continued improvement and integration of services, and joint commissioning of these services where appropriate employing technical project and programme management expertise as appropriate.
14. Lead and support the various partnership boards and stakeholder groups and acting as the liaison and link within Integrated Commissioning for external stakeholders.
15. To take the lead on appropriate and effective consultation and engagement with service users and families to ensure they are fully engaged with the commissioning process and ongoing monitoring and evaluation of services. This should include in relation to the brokering of commissioned services ensuring that users have access to timely, high quality services that reflect needs as set out in care plans, or as identified by parents/carers.
16. To develop the range and availability of outcomes focussed services for adults through a combination of direct commissioning, service development and market facilitation. This might include joint commissioning with partner agencies such as health or with neighbouring boroughs and leading the market management required to ensure providers meet the changing needs of service users in a cost effective and sustainable way, including providers’ ability to deliver services, and enabling self-directed support and individual budgets.
17. To manage transition arrangements and stakeholder relationships arising from the transformation/commissioning/de-commissioning of services and at points of handover, working directly with internal services, external providers and service users and others as appropriate.
CONTRACT AND BUDGET MANAGEMENT
18. To take delegated responsibility from the Head of Service / Deputy Director Commissioning for the management of highlevel budgets used to fund services within the relevant portfolio area
19. To develop service specifications and contracts, manage the contract tendering processes and to lead on the management and monitoring contracts in line with Policy and be responsible for addressing non-performance.
20. To maintain and provide accurate and timely activity and management data and information that enables effective budget and performance management and monitoring across the Directorate.
21. Lead a programme of procurement activity on behalf of the Council and the CCG. This will include managing a programme of procurement activity to deliver commissioning strategy objectives.
22. Day-to-day staff management, including the provision of regular supervision, annual performance appraisals and personal development plans, recruitment and, management responsibility for other associated HR policies, including if necessary, grievance or disciplinary processes.
OTHER
23. To provide timely and accurate information as required for the preparation of reports and responses to senior boards and committees, Complaints, Legal Services, Members and other similar enquiries.
24. To coordinate commissioning responses to safeguarding issues and carry out management investigations as requested.
25. To contribute actively to service meetings, chairing where required, and through this to team planning and the Directorate Business Planning and Council Strategic Planning processes.

27. To engage and develop all staff in the team to ensure they have clear personal development plans.
29. 37. Promote and actively participate in the programme of service reviews and transformation projects to improve the council’s operational effectiveness.
38. Utilise new ways of working to champion our diverse communities and secure effective outcomes for the council’s residents.
39. Deputise for the line manager from time to time as required.
PERSONAL SPECIFICATION:
Knowledge
Expert knowledge in relation to health and social care services for adults.
A sound knowledge and understanding of the commissioning processes in health, the Council, NHS and the voluntary sector.
A good working knowledge of the statutory responsibilities and compliance with Council’s standing orders and financial regulations or a willingness to learn.
Knowledge and understanding of the key issues facing voluntary and independent sector partners who provide services.
A sound knowledge and understanding of evidence based commissioning models.
A sound knowledge of the needs of adults with care and support needs.
Significant knowledge of current health and social care policy frameworks and literature
Qualifications & Experience
A degree or relevant professional qualification or signification experience leading on commissioning, strategy or transformation.
Significant experience of commissioning services either in health, social care, the statutory or voluntary sector.
Experience of service development and the development of strategies, policies, procedures and monitoring systems.
Experience of co-production with residents and other key stakeholders.
Experience and understanding of sound budgetary practice and processes.
Experience of project and programme management, including developing milestones, targets and managing interdependencies
Experience of presenting complex issues clearly and concisely, both orally and in writing.
Significant experience of managing staff and/or a team.
