Job description

We are looking for a Senior Commercial Manager to join our Parliamentary Commercial Directorate (PCD).

PCD is expected to become a joint department of both Houses later in 2025, led by a new Chief Commercial Officer and strengthening PCD’s position as a cross-parliament function. You will work as part of a growing and ambitious team, committed to ensuring value for money from nearly £1bn in annual spend and supporting transformational projects across the organisation and estate, including the Palace of Westminster, a UNESCO World Heritage Site.

You will have responsibility within the Works category, supporting the delivery of high-value and complex projects, including procuring new building maintenance contracts, refurbishments, and hard facilities management projects. You will serve as a trusted partner and advisor to relevant business areas and projects, delivering plans with autonomy based on your extensive knowledge and experience.

This role offers a hybrid working pattern, with a minimum of 2 days per week on-site at Parliament. It is ideal for someone with strong experience in NEC contracts, eager to apply their skills across diverse projects and engage with a broad range of stakeholders in a dynamic environment.

You’ll be accountable for:

  1. Delivering high-value and complex Works procurements, including contracts for building maintenance, construction, facilities management, refurbishment, and security.
  2. Ensuring procurements are compliant, deliver value for money, and meet contractual standards.
  3. Building and maintaining strong relationships with key stakeholders within relevant directorates.
  4. Assisting senior management in resource forecasting, planning, and allocation for procurement projects.
  5. Leading procurement activities within the Works category, ensuring stakeholder requirements and governance standards are met.
  6. Supporting smooth transition from procurement to contract management and maintaining supplier relationships.

What we’re looking for:

  • Strong understanding of the NEC suite of contracts and options.
  • Ability to advise on Works contracts, including construction, design, and related services.
  • Knowledge of public sector procurement regulations and experience managing major Works procurements.
  • Ability to promote procurement policies and practices to diverse audiences.
  • Proactive workload management and problem-solving skills, with a focus on continuous improvement.
  • Experience working with and influencing senior stakeholders internally and externally.
  • Membership of the Chartered Institute of Purchasing & Supply at Level 5 (MCIPS) or equivalent experience; candidates on the way to qualification will also be considered.
  • Working towards or possessing the Transforming Public Procurement Certification.

Desirable additional skills:

  • Experience delivering commercial strategies across multiple categories.
  • Proven background in pre-contract construction environments.
