Job description

An exciting opportunity has arisen to join NHS Wales Performance & Improvement Financial Planning & Delivery Directorate as a Senior Business Analyst. You will be joining an innovative and award-winning team that is passionate about delivering value within NHS Wales, offering insights to the wider system by triangulating patient outcomes, financial data and healthcare activity, supporting financial sustainability and improvement across the system.

Your responsibilities will include playinga pivotal role in producing robust and effective financial analysis & intelligence in order to contribute to the Directorate’s delivery objectives. The post holder is a qualified finance professional within the Directorate, supporting the Assistant Directors in the robust monitoring of in-year plans and key areas of delivery. This includes the development of monthly reports for organisations analysing financial trends and the application of analysis tools to scenario test and risk assess organisations’ performance and forecasts.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

  • The post holder is a senior finance professional within the Directorate, and will contribute to the delivery of all of the Directorate’s objectives
  • Design, create and develop appropriate new databases, reports and processes of data capture and financial analysis to ensure internal and external stakeholders receive high quality, accurate information in which key headline messages are clearly identified to inform assessments and decision making.
  • Provide direct support to the Assistant Directors in the robust monitoring of in-year delivery and plans for key areas of delivery. This includes the development of monthly reports for organisations analysing financial trends and application of analysis tools to scenario test and risk assess organisation’s performance and forecasts to give assurance on in-year delivery
  • Develop and provide innovative solutions to ensuring that financial analysis developed by the Directorate is consistently robust, maximises insight, and gives clear messages for the potential for further financial performance improvement
  • Provide direct support to the senior team in the production of new financial frameworks to deliver on key priority areas for Welsh Government such as improvements in Forecasting, Financial Planning, and Risk Management
  • Provide direct support for the development, population, and maintenance of the NHS Wales Value, Allocation, Utilisation & Learning Toolkit and relevant supporting information, ensuring all information provides maximum insight to Health Board finance leads
  • Develop expertise in relevant costing techniques and information such as Time Driven Activity Based Costing, Programme Budgeting, and Welsh Costing Returns information to support the financial intelligence agenda as required Senior Business Analyst, Financial Planning & Delivery Directorate
  • Develop tools to best capture and assess financial improvement schemes from a variety of evidence bases including wider NHS organisations, the NHS Wales Value & Sustainability Board, and other stakeholders.
  • Provide financial analysis support as required in any intervention undertaken to deliver improvements in financial performance across NHS Wales.
  • Provide financial analysis to support the development of the Directorate’s programme of work around value based healthcare.
  • Work with the Directorate’s other analysts to develop innovative analytical techniques and maximising opportunities of developing areas such as Data Visualisation, and maximise the benefit of financial intelligence tools and techniques being developed by the Directorate
  • Provide financial support as required to the assessment of business cases for revenue and capital investment and/or service changes, and use of financial option appraisal techniques and analyses to provide a sound evidence base for decision-making. This includes robust evaluation of the implications of identified cost saving and improvement plans.
  • Support the development of NHS Wales’ system wide financial intelligence to inform future strategic decision making, including NHS wide assessments of key financial drivers, demand growth, levels of savings delivery, to inform future financial modelling.
  • Participate in the development and implementation of individual and team objectives in line with the Directorate’s objectives and the NHS Knowledge & Skills Framework
  • Work independently guided by broad health and social care strategies and organisational policies and specific local and national guidelines, advising on how these should be interpreted and implemented
  • Assimilate and summarise complex documents and briefings, compare facts and analyse situational data from a range of sources, develop options and assess risks and opportunities, and facilitate consensus building and decision making
  • Encourage continuous improvement and organisational development, ensuring that members of the team have the capabilities and intelligence necessary to deliver their roles effectively
