Job description

We are looking for an experienced Procurement & Supply Chain professional to support major civil engineering and infrastructure tenders, taking procurement activity from the initial client tender stage through to successful award and project mobilisation.

This is a key work-winning position, working closely with bid, estimating, commercial and operational teams to develop procurement strategies, engage the supply chain and secure competitive, commercially robust solutions.

The successful candidate will bring strong experience of bid-stage procurement within civil engineering or infrastructure, combined with excellent supplier management, negotiation and stakeholder engagement skills.

Key Responsibilities

• Lead and support procurement activity throughout the pre-construction and work-winning process, from client tender through to project mobilisation.
• Develop project-specific procurement and supply chain strategies alongside bid and estimating teams.
• Identify, engage and evaluate appropriate subcontractors and suppliers.
• Manage tendering exercises and supplier selection using electronic procurement platforms such as Jaggaer and SourceDogg.
• Support estimating teams with subcontractor and supplier quotations, market intelligence and price build-ups.
• Carry bid-stage procurement intelligence through into delivery following successful project award.
• Negotiate with suppliers and subcontractors to achieve best value and commercially competitive outcomes.
• Ensure procurement activities comply with company governance, procedures and project requirements.
• Manage relationships with internal stakeholders, suppliers, subcontractors and other external parties.
• Support supply chain assurance and ensure proposed suppliers meet project and package requirements.
• Contribute to sustainable procurement initiatives and supply chain engagement activities.
• Support bid teams when responding to procurement and supply chain technical questions.
• Promote ethical, transparent and inclusive procurement practices throughout the tender process.

We are looking for someone with:

• Significant procurement and supply chain experience within work winning, bids, pre-construction or estimating.
• Previous experience working on major civil engineering or infrastructure projects.
• Strong knowledge of subcontract and supplier procurement.
• Experience using electronic tendering/procurement systems, ideally Jaggaer and/or SourceDogg.
• Strong negotiation skills with a proven ability to secure best-value outcomes.
• Good commercial, contractual and construction knowledge.
• Working knowledge of NEC contracts.
• Excellent communication, stakeholder management and influencing skills.
• Strong analytical skills and a logical, practical approach.
• The confidence to challenge and influence stakeholders at different levels.
• The ability to operate effectively in a fast-paced bid environment and manage competing deadlines.

Experience working within a large Tier 1 contractor, matrix organisation or major infrastructure framework environment would be particularly beneficial.

Ideally you will hold:

• A degree in Supply Chain Management, Business Administration or a related discipline, or equivalent relevant experience.
• A recognised procurement or supply chain qualification.
• MCIPS accreditation or be working towards CIPS qualification.
