To lead the development of technical policies that support asset management and engineering standards including engagement with Defra and other stakeholders.

This will include working with teams to progress for example:

  • leadership of third party assets; decommissioning and withdrawal of maintenance and de-maining operational policies;
  • support development of Public Sector Cooperation Agreement (PSCAs)
  • respond and lead on Engineering policy issues eg liaison with Defra, FOI requests, briefings and site visits for Gov depts;
  • work with partners and external bodies to develop asset management operational policies;
  • work across other teams regarding future asset policies and funding and work with and influence external stakeholders and partners;
  • support the development of the asset management technical authority framework.


This role may be eligible for market forces factor allowance subject to individual professional registration with relevant professional bodies to I.Eng or C.Eng level.

The team

The Engineering Policy team is small team with a wide and varied scope of strategic and reactive work.

You will be part of a supportive and friendly national team in Engineering & Standards within Standards, Asset Management & Engineering in the FCRM Directorate.

Experience/skills Required

Through your experience you will be able to demonstrate:

  • A track record of driving and implementing operational policy, change management and continual improvements; and a keenness to embrace and implement new ways of working
  • Strong technical engineering credentials, with experience of assessing engineering solutions
  • Experience of asset management and related infrastructure project delivery along with a good knowledge of the key strategic asset management and engineering challenges, opportunities and solutions
  • Good organisational skills including prioritising an interesting and varied workload
  • Excellent networking, engagement and influencing skills
  • Attention to detail to ensure tasks are completed on time and to a high standard
  • Understanding how to collate and maintain accurate information and present it in a user-friendly way
  • Ability to identify and understand strategic matters and when to escalate risks and issues


Contact and additional information

We are a supportive team who remain connected while being dispersed. Although we are minimising travel and using digital communications, some travel will be required. There are no base location requirements attached to this role which can be fulfilled through hybrid working.
