Job summary

Oldham Council invites applications to lead a national SEND reforms programme, working with the Programme Director to drive a multi-workstream team toward statutory milestones and improved outcomes for children and young people with SEND.

You will help develop systems, policies and collaborative processes, engage workforce and stakeholders, and establish robust governance and budgetary controls across the programme.

Job description

This is a fantastic opportunity to be an integral part of leading the delivery of the national SEND

  • reforms in Oldham. You will work alongside the Programme Director to lead a programme team to ensure the Council meets delivery expectations and statutory timescales that supports the wellbeing, inclusion and outcomes for children and young people with SEND., Develop effective systems, practice, policies and procedures and support processes for collaboration across programme workstreams and the wider partnership.
  • Engage the workforce, partners and stakeholders in a programme of change.
  • Develop robust, joined up and effective governance frameworks and documentation to ensure compliance with relevant legislative requirements.
  • Planning and monitoring of project budgets, forecasting and requisitions to ensure tight finance control and effective use of project resources and expenditure.
  • Lead on effective risk management
Key Requirements: To succeed in this role, you will have:
  • Create compelling and robust business cases for change and successfully deliver complex organisational development projects within a wider transformation programme to achieve change.
  • Have experience of effective working with staff, partners, trade unions and other stakeholders.
  • Have experience of influencing a broad range of senior stakeholders to effect change at pace and with purpose ensuring the intended outcomes are clear.
  • Be creative and think through issues and problems through the use of theoretical, conceptual and technical knowledge to find practical solutions.
  • Analytical skills to investigate and interpret complex information/data, evaluating options and weighing up risk and making recommendations for action.
