This role involves analysing current processes, recommending improvements, and engaging with stakeholders. The position offers a hybrid working arrangement and an interim contract of 3-6 months with a daily rate of £500.

Qualifications

  • Proven experience as a Business Analyst within a SEND, Education, or Children's Services setting.
  • Strong understanding of the SEND Code of Practice and statutory processes around EHCPs.
  • Excellent stakeholder engagement and communication skills.
  • Skilled in process mapping, requirements gathering, and using analytical tools.
  • Experience working within a local authority environment.

  • Ensure compliance with the SEND Code of Practice and local authority duties.

Overview:
Liverpool City Council is seeking an experienced SEND Business Analyst to support ongoing improvements within the Special Educational Needs and Disabilities (SEND) service. This is a key role driving operational and strategic transformation, ensuring services meet statutory obligations and deliver improved outcomes for children and young people.

  • Analyse current SEND processes, data systems, and workflows across Education, Health, and Social Care.
  • Identify areas for improvement and recommend practical, data-driven solutions.

Desirable:
  • Experience supporting digital transformation or case management system implementation (e.g., Capita, Liquidlogic, Synergy, etc.).
  • Knowledge of data governance in a children's services context.
Additional Information:
  • Outside IR35 - you will be operating via your Ltd company.
  • Hybrid working arrangement - onsite presence in Liverpool will be required 1-2 days per week.
