The Movement Building Programme (MBP) at the Amnesty International International Secretariat (IS) is inviting submissions of tender for a reviewer to carry out the ‘section recognition review' process for our office in Nigeria.

The purpose of the ‘section recognition review' is to assess smaller-scale national entities (‘structures' or ‘national offices') wanting to become larger operating entities (‘sections'). The review will assess the design and operating effectiveness of Amnesty International Nigeria's (AI Nigeria) practices, performance, resources, working and governance arrangements. This process serves an essential function of ensuring an entity is adhering to expected operating standards before any official change in status is granted.

Consultancy start and end date: July 2025 for 3.5 months until mid-October 2025.

Deadline for all applications: 1 May 2025

Rate: GBP 12,000.00

OBJECTIVES AND DELIVERABLES

  • The review will provide an understanding of AI Nigeria's operations as an Amnesty entity, including its ability to and progress in creating and seizing potential over time.
  • The review will comprise a desk review and interviews with a diversity of stakeholders including the AI Nigeria Board, staff, external partners and staff in the IS. Please note that the entire review process will be carried out remotely and there is no additional budget for travel.
  • Based on the data collection, the reviewer will develop a draft report with an outline of the main review findings.

ESSENTIAL REQUIREMENTS

The reviewer must have the following skills and experience:

  • Experience in evaluation and organisational development, including methodology and good practice in multinational settings.
  • Awareness of the needs, opportunities, and constraints of a world-wide membership organization. Preferably one with a federated global governance model.
  • Knowledge of Amnesty International entities and their functioning including Board/staff relations, governance, resources, organizational processes, activism, growth and human rights work.
  • Awareness of different cultural/regional audiences, including different cultural styles of presentation and communication.
  • Knowledge and experience of working in the West and Central Africa region.
  • Communication skills (interviewing skills and techniques).
  • Comfortable with online video conferencing platforms.
  • Ability to stick to tight deadlines.

As standard, payments are made by Amnesty International 30 days after receipt of a valid invoice for the agreed work milestone completed.
