As the GB’s regulator for the energy industry, Ofgem works on behalf of energy consumers to ensure that every household and business can rely on a safe and environmentally sustainable energy supply. We will become the regulator for heat networks in 2026 and to support this work we are developing a new digital service to interact with the heat network industry and facilitate our regulatory activity.

This is an opportunity for an experienced hybrid project manager and Scrum Master to join the heat networks team working to develop the new digital service to support the new regulations. We are seeking someone with experience of working in both waterfall and agile methodologies, who can coach the delivery teams toward rapidly deliver incrementally, run an end-to-end project (Waterfall) and lead agile ceremonies. The candidate must be comfortable working with SROs, Steering Groups and reporting programme level risks and issues, deliverables and milestones.

The challenges will be many, from procuring technical solutions through to implementing business change, so the role requires a high achiever; someone who would be proud to know they drove / achieved strategic change in a well-known, high-profile UK regulator.

We are looking for a highly motivated and engaging individual who can work effectively with a variety of stakeholders, in an Agile development environment. The role will require an innovative and methodical approach, an ability to manage shifting priorities and conflicting views, and the ability to adapt Agile & waterfall methodologies to suit.

Key Responsibilities

  • Deliver projects and services using Agile methodologies, act as scrum master, leading and coordinating Agile ceremonies.
  • Work with the Senior Product Manager and product manager (Product Owner) to define the roadmap for any given product or project and support the team to break work down to stories they can deliver.
  • Track delivery through fortnightly sprints/monthly reporting and maintaining project highlight report.
  • Protect the team from outside distraction and make sure the team collaborates, communicates and focuses on mutually agreed priorities.
  • Provide the Ofgem community with confidence in the effectiveness of Delivery Management and support the organisation in maturing our practices in line with Government Digital Service (GDS) standards.
  • Escalate project and product risks and issues, removing barriers to delivery.
  • Lead and develop a team to deliver consistently high performance against objectives.

Key Outputs and Deliverables

  • Project and programme reporting with delivery schedules clearly planned, communicated and tracked, including, risks, issues and decisions.
  • Ensure appropriate governance and Agile ceremonies e.g. sprint planning, retrospectives, show & tells / showcases.
  • A motivated and collaborative team who meet team and organisational objectives.
  • Frequent and iterative deployment and delivery using Agile approaches.
  • Effective communication within the IT and project teams, and business end-users.

Key Stakeholder Relationships

Internal

Senior delivery manager, product manager, heads of team/area, policy teams, scheme operations teams, assurance teams, Digital Services, communications, procurement, audit and compliance, DDaT Teams and other internal functions.

External

Heat network operators, heat suppliers, metering & billing agents, Government Digital Service (GDS), DESNZ, CDDO, third-party software development partners, vendors, consultancies and other stakeholders.

Person specification

  • Experience in delivering complex projects or programmes within an Agile framework. (Lead criteria)
  • Strong interpersonal skills, a flexible approach, and the ability to manage and motivate project teams. (Lead criteria)
  • Experience in delivering digital products and services.
  • Project planning, resource planning, budgeting and forecasting.
  • Excellent IT knowledge, including experience of basic MS Office applications, MS Project and an ability to learn and adapt to new tools & techniques, e.g. Azure DevOps.
  • A recognised Agile qualification e.g. Certified Scrum Master.
  • Government Digital Service (or equivalent) experience.
