Brief Description

Route Services is a division of Network Rail that provides the Routes with services so they can help Network Rail deliver a better railway for a better Britain.We support the Routes with a myriad of services and supplies they need to maintain and operate the railway To learn more, please click here to watch our video.

This role sits within Supply Chain Operations (SCO) , an area of the business which supplies and delivers the logistics, materials, components, rail and road fleet that enable the maintenance and renewal of the railway.

We are looking to increase our project management capability within the Wheeled Plant team, part of Strategic Capital Programmes.

The team deliver capital renewal, enhancement and overhaul work to SCO’s fleet of ‘yellow plant and trains’ that help ensure a safe and reliable railway for our customers.

You will be managing the safe and effective delivery of low complexity projects (LoC 3 and 4) OR working as part of a multi-disciplinary team supporting the project or programme manager deliver key outputs of complex projects and programmes (LoC 1 and 2) in order to meet client requirements in relation to time, cost, quality, and performance.

Key Accountabilities

1. Deliver low complexity projects or parts of complex projects in a safe & environmentally responsible manner to time, cost and quality, in accordance with the Governance of Railway Investment Projects (GRIP1-8), applicable Network Rail company standards, current legislation and procedures including HMRI guidance and construction design management (CDM) Regulations.

2. Support the project Sponsor and Client in preparing and maintaining definitions of the project requirements.

3. Manage multi-disciplinary teams including construction delivery resource to achieve successful delivery of assigned projects commercial, programme controls, engineering, and others to identify solutions to client requirements and establish a robust baseline plan.

4. Identify and monitor project risks (threats and opportunities), plan and implement mitigations to them, and respond to other issues that affect the project.

5. Provide an effective project management support service to the Project Manager, including set up of project programme, project monitoring and reporting systems in accordance with Railway Group, Network Rail company standards and guidelines.

6. Participate in the development of supply strategies and framework contracts.

7. Control project change, estimate, risks and cost profile within the project life cycle and provide all cost, contingency and project details on behalf of the Project Manager.

8. Implement and update resource allocation plans needed for delivery of the project including identification and management of critical resource requirements. Secure resources needed for projects from internal and external sources.

9. Managing stakeholders, taking account of their levels of influence and particular interests whilst complying with the Investment Competence Framework.

10. Managing project reviews at appropriate points throughout the project lifecycle which will inform governance decisions of projects by providing evaluations of progress, performance, risk, contingency, and continuing relevance.

11. Support accident investigations when remitted to by the relevant designated competent person.

12. Support the set up and maintenance of a safe working environment for the execution of work and resources directly under the post holder’s responsibility, including construction site set up, plant operation, access and isolation planning, and development of project safety plans and other associated documentation.

Job Skills, Experience and Qualifications

•Educated to degree level in a relevant discipline or equivalent experience.

•Membership (or working towards membership) of the Association for Project Management.

•Achieved PRINCE2 Foundation, APMP or equivalent.

•Good stakeholder engagement and communication skills.

•Successful relevant experience of contracting and project delivery.

•Knowledge and experience of project budget management.

•Good evaluation and decision-making skills.

•Project safety management and Health and Safety legislation knowledge.

•Knowledge safety cases in support of projects.

•Knowledge of Commercial and financial standards and policies.

•Experience in the Rail Industry Sector (including application of GRIP, and Construction Design Management (CDM) on simple projects).

•Knowledge of Network Rail’s Project, Investment, Commercial and Procurement practices.

•Experience in risk identification, assessment and mitigation.

•Flexible and pro-active approach.

•Knowledge of Network Rail’s assets and how they are managed.

Hours: 35 hours per week with hybrid working (3 days in office) and travel as required to sites, suppliers, and stakeholders as needed and in line with our fatigue management process.

Salary range: £43,588 to £50,018 per annum,depending on skills and experience.

For some of our roles all prospective external candidates offered a conditional role will be required to undergo and pass a drugs and alcohol test.
