- Attendance on site and in the office is required to meet the needs of the job, up to a maximum of five days per week. This will include attending the office in Romford every Thursday.
Job Purpose:
- To provide an effective & responsive service to Havering residents relating to refurbishment, reinvestment and new build schemes including appointment of consultants, project management, contract administration, contractor, consultant and works supervision and health and safety to determine the best options and resources available on a case by case basis.
- To be responsible for the monitoring and management of performance within the area of responsibility, ensuring that internal and external standards are met and improved upon with the aim of achieving high resident satisfaction.
- To carry and manage an individual case load or projects and to work as part of the multidisciplinary team to successfully deliver the HRA Planned Works programme.
Key responsibilities:
- To produce detailed project and cost plans, specifications, drawings and required contract documentation for the procurement and delivery of new build, refurbishment and reinvestment projects, ensuring the highest standards of quality and cost control. Taking appropriate action to resolve any under performance in support of the Planned Programme and Direct Delivery Manager as appropriate.To commission and manage support consultants from a wide range of professional disciplines to deliver new build, refurbishment and reinvestment schemes in accordance with Government regulations and Council rules.
- To ensure all records associated with projects are maintained in accordance with Council and surveying professional standards.
- Collect and assess market information and developments relating to modern methods of procurement and how these may be used to improve existing partnership working, and in order to benchmark performance and develop service excellence.
- Support and liaise with other services to ensure that S20 consultation is undertaken and that costs are recovered, monitoring performance and ensuring that recovery performance is maximised.
- Produce detailed project briefs and supporting background to hand over schemes to the Tenancy Sustainment team leaders.
- Assist the Team Leader to develop and install suitable QA processes to demonstrate statutory compliance, service competency and ensure service consistency, meeting or exceeding established targets.
- To provide detailed technical support to all colleagues associated with Housing Services and ensure a seamless service is provided to residents.
- To be responsible for the resolution of complex technical issues and work in conjunction with all services within the Council in delivery of customer centric technical solutions.
