Job purpose:

The Domestic Abuse Education Lead is responsible for overseeing the smooth delivery of Operation Encompass in Birmingham by working with police and business support to ensure domestic abuse alerts are sent out to education in a timely manner and to offer support to education colleagues to ensure they are able to effectively support children affected by domestic abuse. This is a 12 month maternity backfill. The candidate must have prior experience of working in domestic abuse and be confident in advising others on risk and safety planning.

Main duties:

• To develop and deliver Domestic Abuse advise, support and training for Education settings, to include Operation Encompass and MARAC.
• To ensure the needs of children who are experiencing domestic abuse are supported, as victims in their own right, through Education settings.
• To develop enhanced safeguarding processes for children out of sight and in temporary accommodation or refuge and who are experiencing domestic abuse.
• To coordinate and manage the delivery of Domestic Abuse Programmes for families open to the Trust, in partnership with Families Together and Early Help, and evaluate their effectiveness and impact.
• To provide operational support to Birmingham City Council’s Education Safeguarding Team in respect of children experiencing domestic abuse.
• To provide Education Settings with support around the delivery of Operation Encompass, MARAC and other Domestic Abuse related systems and processes.
• To liaise with the SSI Team / Business Support to produce data and reports to identify uptake, themes and trends relating to Operation Encompass and domestic abuse to share with steering groups.
• To analyse data to assist and measure Operation Encompass take up and to impact evaluation.
• To develop and deliver briefings, training and webinars on Domestic Abuse themes, information, systems and processes, to Education Settings.
• To work collaboratively with the Education Safeguarding Team and West Midlands Police in developing Operation Encompass and providing a Domestic Abuse Support Offer to schools to include contribution to MARAC.
• To represent Education at Domestic Abuse steering group meetings and provide updates on progress and emergent themes.
• To be responsible for any actions identified for Education within Domestic Abuse Steering Group meetings.
• To work with Education Safeguarding Partnership teams to establish and enhance the safeguarding response for children out of sight and in temporary accommodation or refuge, in relation to Domestic Abuse.
• To liaise with area teams to coordinate and manage the delivery of domestic abuse programmes for families and to evaluate the effectiveness of the interventions provided through audit, reporting and impact.
• To produce briefings and information for Schools Noticeboard, school forums and any other communications for schools and settings, in relation to Operation Encompass, MARAC and other Domestic Abuse themes.
• To liaise with the School Safeguarding Support Officers to offer specific support to education settings who have been involved with a Domestic Homicide Review or other relevant Child Safeguarding Practice Reviews and to ensure that any learning points identified are actioned.
• To co-ordinate the Education response to local or national awareness or promotional campaigns pertaining to Domestic Abuse.
• To undertake quality assurance and audit of Operation Encompass and MARAC, by seeking feedback from education settings, and reviewing data.
• To participate in the operation of Birmingham Children’s Trust’s Appraisal Scheme.
• To be responsible for continuous professional development in line with relevant policy and legislation.
• To pro-actively develop best practice materials and workshops on relevant issues (for example, Internet safety), and being responsible for the successful delivery.
• Produce reports and recommendations that are based on reliable and accurate information, ensuring in-depth analysis is carried out to accurately inform future actions and projects.
• Support on the design and commissioning of future domestic abuse projects related to vulnerable families.
• Support domestic abuse services and Commissioners in engagement activities with local communities in Birmingham, including managing the design, planning and implementation of local events.
• Where appropriate, support or lead on wider regional and sub-regional domestic abuse activities.
• Supporting the Head of Domestic Abuse and Interpersonal Violence with ad hoc duties as required.
• In keeping with the candidate’s extensive experience, to continuously seek to enhance the development and safeguarding expertise of the team.
• To attend Safeguarding meetings (operational) on behalf of the Domestic Abuse and Interpersonal Violence Service, thereby contributing to greater join up within the Council.
• To work as a member of a multi-disciplinary team, to deliver a professional and high-quality service that actively engages with children, young people and their families.
• To deliver and monitor staff practice and compliance with policies and procedures which secure children and young people’s admission and attendance at school, promotes good health and family relationships and that safeguards and promote their welfare within their family and community.
• To actively contribute and lead the development of practice that is reflective of best practice in the context of integrated working and providing a timely and effective response to the needs of children, young people and their families.
• To identify and actively respond to the development and learning needs of staff.
• To continuously improve the practice standards of staff who are working with families affected by domestic abuse and where appropriate is evidenced by regular supervision, consultation/training and performance review.
• To promote equality of opportunity, diversity and inclusion in the service area.
• To promote and contribute to the management all aspects of customer care within Birmingham Children’s Trust.
• To contribute to the overall case management within teams with responsibility for case consultation oversight and escalation.
• To prepare for and participate in quality assurance audit framework.
• To use and share with teams, appropriate assessment tools and research evidence to inform practice.
• To contribute to case management discussions as required.
• To select, handle and share complex information and knowledge appropriately in line with agreed protocols to support young people’s development and improve outcome for them.
• To use Information Technology for the purposes of recording and performance assurance in order to ensure effective service monitoring and improvement.
