Ringway is currently recruiting for a Routine & Reactive Operations Manager to lead the delivery of routine and reactive highway maintenance works across the Surrey network. This is a key leadership role responsible for ensuring safe, efficient, and high-quality service in line with industry and contractual standards.

About the Role:

As Routine & Reactive Operations Manager, you’ll oversee the day-to-day management of maintenance operations, ensuring they are delivered on time, within budget, and to high safety and quality standards. Working collaboratively with Surrey County Council and other stakeholders, you’ll play a central role in maintaining the structural integrity and performance of the county’s road network.

What You’ll Do:

• Lead a multi-disciplinary team delivering highway maintenance and reactive works.
• Manage operational budgets and align delivery with the Term Partnering Contract.
• Drive safety, quality, and environmental compliance across all sites.
• Represent Ringway at client and stakeholder meetings, including local authorities.
• Implement service improvement plans and monitor performance against KPIs.
• Oversee planning and resourcing to ensure efficient delivery of works.
• Develop and coach team members while promoting a positive workplace culture.
• Ensure effective delivery of CDM Principal Contractor responsibilities.
• Support recruitment, training strategies, and continuous improvement initiatives.
• Proven experience in highways maintenance, preferably in a local authority setting.
• Strong leadership in managing planned and reactive maintenance operations.
• Experience delivering performance and safety improvements across multiple teams.
• Knowledge of surfacing, structures, footway reconstruction, and surface dressing.
• Solid understanding of works planning, traffic management, and statutory obligations.
• Budget management, WIP control, and financial forecasting expertise.
• Excellent organisational and problem-solving abilities.
• Strong written and verbal communication skills.
• IT literate and comfortable using highway asset management systems.
• Passionate about team development, health & safety, and service excellence.

Desirable Qualifications:

• Membership of a relevant professional body.
• Formal training in health & safety (CDM, IOSH, etc.)
