Job summary

Transport for London (TfL) is seeking a Rolling Stock Performance and Compliance Manager to lead availability, reliability and cleanliness of the London Overground fleet, depot and stabling operations. The role blends technical leadership with governance, assurance and project management to deliver service improvements.

You will work with London Overground, the operator and train maintainer, implementing performance regimes and managing contracts, safety processes and industry standards.

Qualifications

Responsibilities

  • Track delivery of obligations under Agency and Concession agreements.
  • Develop internal procedures and engineering change approvals.
  • Maintain rolling stock technical files and risk management plans.
  • Provide engineering leadership to London Overground and stakeholders.
  • Offer technical support to Infrastructure Manager Executive Group and Overground Assurance Board.
  • Deliver daily, weekly, and period performance reporting.
  • Identify safety, availability, reliability, and efficiency improvements.

Overview of project/role

To manage the rolling stock availability, reliability and cleanliness associated with the London Overground and to provide technical, leadership, assurance, compliance and project management capability to London Overground on rolling stock, depot and stabling matters. The position will also manage the technical and operational interfaces for the change to passenger services impacting the fleet, depots and stabling facilities in conjunction with London Overground, the operator, and train maintainer.

Key Accountabilities
  • To support the Head of Fleet in the implementation of the Rolling Stock and Depot Train Service Agreements to include the Train Maintainers Performance regime and to provide technical leadership, project management for changes to passenger services impacting Rolling Stock, stabling and depot facilities.
  • To establish, implement and manage with key stakeholders the Rolling Stock asset management plan, the Rolling Stock assurance and audit plan and to influence the Rolling Stock reliability growth plan.
  • To track and monitor delivery of the Rolling Stock obligations contained in the Operators Agency Agreement, Concession Agreement and Rolling Stock Head and Sub leases, resolving, or escalating any non-compliances.
  • To establish and update internal procedures, provide approvals on behalf of TfL where necessary. for all aspects of fleet engineering, including engineering change, applicable National Incident Report (NIR) closure and changes in industry legislation relating to Rolling Stock.
  • To establish, keep updated and close out as necessary all aspects of the Rolling Stock technical files, including risks contained in the fleet engineering risk management plan.
  • To provide Rolling Stock engineering leadership, compliance, assurance and project management capability to London Overground as directed, providing support and advice to key internal and external stakeholders.
  • To provide technical support on Rolling Stock and Depot matters to London Overgrounds Infrastructure Manager Executive Group and Overground Assurance Board
  • Implementation and deliver detailed internal daily, weekly & period performance reporting for the London Overground Rolling Stock fleet.
  • Identify safety, fleet availability, reliability, cleanliness, and engineering enhancements to improve the London Overground operational performance whilst reducing costs and improving the fleets environmental credentials
Skills
  • Able to give pragmatic, accurate and timely technical support advice, and project management to internal and external parties.
  • Team player with strong interpersonal, analytical and communication skills (verbal and written).
  • Strong Collaborative, negotiation, and influencing skills, in a rolling stock technical and project management environment.
  • Ability to prepare concise technical and project progress reports.
  • Good negotiation and influencing skills with ability to manage and successfully influence external relationships to achievable favourable commercial outcomes for TfL.
  • An informed buyer of technical expertise pertained to Rolling Stock and depot services.
  • To confidently & professionally act on behalf of London Overground and represent its interests to stakeholders and other external third‑party organisations
Knowledge
  • Substantial modern rolling stock engineering, technical knowledge especially 750dv & 25 kV fleets with comprehensive diagnostics, and prognostics capabilities
  • Proven Rolling Stock project management, audit, assurance and contract compliance experience.
  • Strong working knowledge, and direct experience working within routine maintenance and overhauls railway depot operations, stabling sites, train preparation and cleaning practices.
  • Familiarity with UK and international rolling stock standards.
  • Comprehensive understanding of safety regime within railway industry and railway operations, particularly national rail operators’ safety management systems.
  • Educated to HNC/D or Degree level in a relevant engineering discipline or completion of a relevant engineering apprenticeship with extensive directly relevant work experience.
  • Membership of a professional engineering institution.
  • Chartered Engineer or working towards Chartered status would be advantageous
Experience
  • Experience of rolling stock engineering within the railway operating depot and manufacturing industries.
  • Experience of implementing and managing a program of contracted maintenance, repair, cleaning, overhaul, reliability growth, audit, compliance and assurance plus technical risk mitigation for rolling stock.
  • Experience in working within or with a Rolling Stock Manufacture, maintainer, Train Operating Company Experience of rolling stock engineering within the railway operating depot and manufacturing industries.
  • Experience of implementing and managing a program of contracted maintenance, repair, cleaning, overhaul, reliability growth, audit, compliance and assurance plus technical risk mitigation for rolling stock.
  • Experience in working within or with a Rolling Stock Manufacture, maintainer, Train Operating Company.
