Risk Project Manager

Inside IR35 – 5 days onsite

Our client is undertaking a major project, a strategic initiative to establish a new entity. This includes the merger of two internal entities. As Risk Project Manager, you will lead the change agenda for risk systems, processes, and governance frameworks within the Cobalt Project. You will ensure project delivery adheres to scope, cost, quality, and timeline expectations, while maintaining compliance with regulatory and internal project governance standards. This role requires managing both IT and non-IT elements of project delivery.

Key Responsibilities:

1. Lead and govern end-to-end risk-related project initiatives.
2. Define scope, plan, deliver, and close complex risk and compliance-related change projects.
3. Collaborate with cross-functional teams to manage delivery across operational and IT domains.
4. Ensure full compliance with internal delivery frameworks, including SOX, third-party risk, data protection, and operational resilience.
5. Deliver high-quality documentation, including executive reports, risk logs, lessons learned, and post-implementation reviews.
6. Maintain strong portfolio oversight, including risk, issue, and resource management.
7. Act as the primary liaison for risk workstreams within broader programme governance forums.

Skills required:

1. Proven experience in programme/project management within financial services, especially across risk management (Credit Risk, Market Risk, Liquidity Risk – Not Front Office Risk).
2. Strong knowledge of financial planning, including capex/opex classification.
3. Experience delivering both non-IT (procedural, regulatory, organisational) and IT change (systems, databases, migrations) projects.
4. Deep understanding of project and portfolio controls, including risk and issue management, executive reporting, and roadmap tracking.
5. Strong familiarity with governance frameworks and regulatory requirements such as SOX, data protection, and operational resilience.
6. Competency in defining and managing Terms of Reference, delivery charters, and formal governance structures.
