Job summary

TEKEVER is seeking a Risk & Opportunity Manager to own and drive risk across major defence and civil engineering programmes in the UK. The role focuses on establishing risk processes, applying scoring, tracking mitigations, and ensuring clear visibility to senior leaders across engineering, safety, commercial and supply chain disciplines.

You will coordinate risk workshops, maintain audit trails, and support controls and budgets while engaging with cross-functional teams.

Qualifications

  • Relevant professional experience in risk management, programme controls or project management within defence, aerospace or a comparable complex engineering sector.
  • Formal risk management qualification (e.g. APM Risk, M_o_R, IRM) or equivalent.
  • Undergraduate degree or equivalent professional experience in a relevant discipline.
  • Proven experience establishing and running a risk on a complex programme, including risk identification, scoring, mitigation tracking and escalation.
  • Experience reporting risk to senior governance boards and external customers/authorities.
  • Experience with UK MOD or equivalent Defence procurement and governance.
  • Experience on UAS, ISR or aerospace programmes involving multi-entity Design Authority arrangements.

Responsibilities

Mission

To own and drive risk and opportunity management across major Civil & Defence projects. The role is responsible for establishing and running the Risk and Opportunity Register, applying risk methodology and risk scoring and providing the Programme Director/SRO, Programme Manager and Chief Engineer with clear visibility, analysis and mitigation of programme, technical, regulatory, commercial and supply chain risk throughout delivery. The post holder will bring proven risk management experience from complex Defence, Aerospace and Engineering programmes, and the ability to work across programme, engineering, safety, commercial and supply chain disciplines to keep risk visible, owned and actively managed.

The Role:
Risk & Opportunity Management
  1. 1. Establish, own and maintain the Risk and Opportunity function.
  2. 2. Apply Risk methodology and risk scoring to classify, score and actively manage every risk, ensuring all has dedicated resource from across the organisation.
  3. 3. Facilitate risk identification workshops across programme, engineering, safety, commercial, supply chain and training functions, capturing new risks and opportunities as Projects progress.
  4. 4. Track mitigation actions to closure, escalating risks that exceed agreed tolerance thresholds to the Programme Manager and Programme Director/SRO.
Governance, Reporting & Assurance
  1. 1. Own risk and opportunity reporting into the Performance Review Meeting (PRM), Programme Board and Authority reporting cycle.
  2. 2. Maintain the Decision Log and supporting risk documentation, ensuring a clear audit trail of risk decisions and approvals.
  3. 3. Support programme controls (the PCMP and CWBS) by ensuring cost, schedule and quality risk are reflected in the integrated programme schedules and budgets.
  4. 4. Provide risk input into functional areas across the business.
Regulatory, Safety & Technical Risk Coordination
  1. 1. Coordinate with the Chief Engineer, Safety Manager and Airworthiness Lead to track engineering, safety and certification risk, including SAIL/OSO compliance, MRP adherence, and Design Organisation conformity across the UK/Portugal boundary.
  2. 2. Track integration and security risk associated with spiral development requirements, escalating critical-path issues to the Chief Engineer when required.
  3. 3. Track supply chain and production risk, including manufacturing readiness at WWA and Swindon, supplier lead times and single points of failure, working with the Supply Chain Lead and the Manufacturing, Assembly & Integration Lead.
  4. 4. Track commercial and IP risk, including contract change impact and Design Authority/IP transfer decisions, working with the Commercial Lead.
Internal Collaboration
  1. 1. Work closely with the Programme Manager and Programme Controls Manager to keep the Risk and Opportunity Register aligned with the wider programme schedule, budget and change control processes.
  2. 2. Support the Programme Director/SRO in preparing risk positions ahead of Authority engagement and negotiation.
  3. 3. Coach risk owners across the Delivery team in applying risk ensuring consistent approach across the business.
  4. 4. As is consistent with a scaling company, support work outside of core responsibilities where business priorities require. Tekever uses an Agile methodology that requires its workforce to adapt to changing work demands.
Competencies

Qualifications & Training

  • Understanding of risk management frameworks and tools (e.g. risk registers, probability/impact scoring, RAID logs) and the ability to apply them practically rather than passive.

  • Familiarity with UAS/ISR systems, airworthiness and safety case concepts (MAA, SAIL/OSO, Def Stan 00-56).

  • Familiarity with programme controls disciplines (CWBS, PCMP, earned value management).
