Overview

Are you an experienced Revenue & Benefits professional with a passion for systems, control, and service excellence? We are recruiting on behalf of a forward-thinking Revenues & Benefits Shared Service, supporting two dynamic local authorities. This senior-level contract role offers a unique opportunity to lead the systems, IT functions, controls, and support services at the heart of a high-performing shared service operation.


Responsibilities


  • Lead the administration of core Revenues & Benefits systems, ensuring smooth operation across Council Tax, Housing Benefit, and Business Rates.

  • Oversee system security, access controls, user permissions, and reporting functions.

  • Coordinate system updates, testing, upgrades, and year-end processes across all platforms.

  • Provide performance reports, contribute to audit processes, and drive continuous improvement.

  • Manage relationships with software suppliers, internal IT, auditors, and key government agencies (e.g. DWP, VOA).

  • Lead and support multi-disciplinary teams across sites, including customer support, visiting officers, and remote staff.

  • Ensure full compliance with Data Protection, Gov Connect, and relevant statutory regulations.

  • Deputise for the Head of Service and contribute to strategic service development.


Requirements


  • Minimum 5 years' experience managing Revenues or Benefits services in a local authority environment.

  • Strong understanding of Revenues & Benefits software systems and data reporting tools.

  • Proven ability to manage large-scale upgrades, testing routines, and system changes.

  • Experienced in team leadership, including hybrid/remote and field-based staff.

  • Confident working with auditors, software providers, and central government departments.

  • IRRV Technician qualification or equivalent experience is highly desirable.

  • Strong organisational, communication, and problem-solving skills.
