An exciting new role is available in the Synergy Programme, a cross-departmental group formed in response to Government Business Service’s request for individual departments to group together in ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared service to our end users – our people.

The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department for Work and Pensions hosts the Synergy Programme. Your work will impact Shared Services arrangements and support almost a quarter of a million officials and public servants across the four departments and arm’s length bodies who deliver some of the most vital public services in our country.

The success of the programme is crucial, as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll and procurement. It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services such as our laptops and canteen provisions, to the way we receive our pensions when we retire.

Most importantly, we’re looking for applications from people who can also demonstrate a passion for our core ambition - delivering a once in a generation, transformed service that Civil Servants will use as a result of the Synergy Programme.

The role of the Resourcing Manager is to lead a small team that supports the recruitment and strategic resource planning of the Synergy Programme.

The postholder will play a pivotal role in leading the recruitment team to create and deliver a professional resourcing solution to the Programme. The role includes building key relationships with Workstream Leads, Finance and HR colleagues to ensure a consistent resource picture within a complex shared services programme. The postholder will lead a small team of HEO’s to manage and administer recruitment campaigns to the requirements of individual teams and stakeholders, and effectively plan, track and report on a schedule of recruitment. The successful candidate will also lead on the Programme’s contractor/contingent labour requirements, managing the end-to-end process from business case and internal governance, through to onboarding.

A key aspect of the role includes strategic workforce planning, ensure the Programme’s medium and long-term requirements are continually reviewed and aligned to wider DWP workforce plans. This includes regular engagement with DWP HR and wider DWP workforce planning teams, ensuring Programme requirements feed into existing governance forums, and there is a single picture of current and future workforce plans both internally and externally.

The Resourcing Manager is also required to support the G6 Lead, and wider colleagues in the Strategy, Transformation and Operations (STO) workstreams, with ad-hoc projects including business cases and budget reviews. This will include data analysis and the translation of resourcing data into presentable outputs.

Other key activities include:

  • Regular engagement with HRBP and RAM colleagues to ensure Programme recruitment activities align to latest Civil Service/DWP Policy
  • Lead the financial forecasting of FTE, working closely with Finance Business Partners to accurately forecast resourcing costs and ensure plans remain within budget
  • Supporting regular engagement activities with Workstream Leads across the programme to ensure a consistent understanding of individual resource requirements, plans and forecasts, and using these to maintain a centralised resource plan
  • Support the development of planning and governance products for Senior Stakeholders
  • Provide expert advice on the appropriate sourcing strategies available, including support from wider professions across DWP and the Synergy cluster
  • Working closely with the G6 lead on the completion of bi-annual departmental Strategic Workforce Plan returns, to ensure the Programme has the appropriate departmental approvals in place to fulfil its resource demand
  • Supporting the G6 Lead with strategic inputs to business cases, including translating data into presentable outputs
