Job summary

Sandwell Council’s Place Division is seeking a proactive Resilience Officer to join the Community Safety & Resilience team on a fixed-term basis for 12 months, based from Oldbury. Hybrid model: 3 days in the office, 2 from home.

You will develop emergency planning and business continuity arrangements, provide resilience guidance, and support compliance with the Civil Contingencies Act 2004 across the council and partners.

Qualifications

  • Experience in emergency planning, business continuity, resilience, risk management or a related field.
  • Knowledge of the Civil Contingencies Act 2004 and wider resilience frameworks.
  • Experience of developing, reviewing and testing emergency response and business continuity plans.
  • Ability to undertake risk assessments and business impact analyses, translating findings into practical actions.
  • Strong communication and stakeholder management skills, with the ability to influence and build effective working relationships.
  • Experience of designing or delivering training, exercises and awareness activities. Excellent analytical, organisational and problem-solving skills.
  • Strong report-writing, presentation and IT skills.
  • Ability to remain calm and effective when managing competing priorities or responding to incidents.
  • Willingness to participate in an out-of-hours emergency response rota.

Responsibilities

  • Develop, maintain and review emergency planning and business continuity arrangements across the Council.
  • Support services in creating, testing and exercising plans to ensure continuity of critical operations.
  • Conduct Business Impact Analyses and support risk assessment activities to strengthen organisational resilience.
  • Provide professional advice and guidance on emergency preparedness, resilience and incident management.
  • Deliver training, exercises and awareness sessions to build resilience capability across the organisation.
  • Work collaboratively with emergency services, health partners, elected members and other stakeholders to support effective preparedness and response arrangements.
  • Support compliance with the Civil Contingencies Act 2004 and contribute to reports, plans and performance monitoring.
  • Deputise for the Resilience Manager at internal and external meetings when required.
  • Participate in emergency response arrangements, including an out-of-hours duty rota providing a 24/7 response capability.

Contract Type: Fixed-term, 12 months

Working Pattern: 37 Hours, Monday - Friday

Location: Sandwell Council House, Freeth St Oldbury B69 3DE

Sandwell Council’s Place Division is seeking a proactive and organised Resilience Officer to join its Community Safety & Resilience team on a fixed-term basis for 12 months, to be based from its Oldbury office. The organisation works to a hybrid working model of 3 days in the office and 2 days from home.

In this key role, you will help ensure the Council is prepared to respond effectively to emergencies, major incidents and service disruptions, safeguarding critical services and supporting our communities when they need us most.

Working with Council services, senior leaders and external partners, you will lead the development and testing of emergency planning and business continuity arrangements, provide expert resilience advice, and support compliance with the Civil Contingencies Act 2004. This is an excellent opportunity for a resilience professional seeking a varied and rewarding role where they can make a real impact across the organisation and wider community.
