Senior Requirements Engineer – Public Sector Programmes
Location: Hybrid (Remote & MOD Sites – South UK)
Job Type: Permanent, Full-Time
Salary: £50,000 – £75,000 (based on experience) + Benefits
About the Role
An exciting opportunity to join a highly skilled team delivering requirements engineering and transformational change for public sector procurement programmes. As a Senior Requirements Engineer, you will play a critical role in defining, analysing, and managing complex system requirements, ensuring that procurement and engineering projects align with strategic objectives.
This role requires expertise in requirements engineering, verification & validation (V&V), and systems architecture, with a strong focus on public sector procurement, MOD frameworks, and governance processes. You will collaborate with cross-functional teams, including procurement specialists, solution architects, and stakeholders across Defence & Security.
Key Responsibilities
- Requirements Engineering & System Modelling:
- Lead the capture, definition, and management of complex system requirements.
- Apply integrated requirements engineering approaches to align procurement and engineering objectives.
- Use modelling and architectural frameworks (e.g., TOGAF) to analyse system capabilities.
- Work with tools such as DOORS, Dimensions RM, and other lifecycle management platforms.
- Verification, Validation & Performance Analysis:
- Define test, evaluation, and acceptance criteria for large-scale programmes.
- Conduct performance analysis and reporting to assess supplier performance.
- Ensure requirements traceability and compliance with MOD procurement standards.
- Apply Golden Thread principles, linking capability, programme-level assumptions, and system-level requirements.
- Stakeholder Management & Collaboration:
- Act as a liaison between technical teams, procurement, and senior stakeholders.
- Provide strategic guidance on procurement scrutiny and governance in the public sector.
- Support risk assessment, change management, and business case development.
- Collaborate with MOD Front Line Command structures, ensuring compliance with Defence Operating Models.
- Process Improvement & Knowledge Sharing:
- Drive continuous improvement by identifying efficiencies and best practices in procurement processes.
- Coach and mentor junior engineers, fostering a culture of learning and development.
- Contribute to bid development and business growth strategies.
Essential Skills & Experience
- Technical Expertise:
- Strong requirements engineering and systems engineering skills.
- Experience in verification & validation (V&V) and test planning.
- Proficiency with requirements management tools (DOORS, Dimensions RM, Power BI).
- Understanding of MOD procurement methods and public sector scrutiny.
- Analytical & Communication Skills:
- Strong data analysis, performance assessment, and reporting capabilities.
- Excellent written and verbal communication skills, with experience producing technical documentation.
- Ability to persuade, challenge, and negotiate effectively with senior stakeholders.
- Security & Compliance:
- UK Security Clearance (SC required, DV preferred).
- Strong understanding of public sector governance, MOD procurement, and Defence Operating Models.
Desirable Experience
- Knowledge of MOD Front Line Command structures and Knowledge in Defence (KiD) guidance.
- Experience in MOD Category A or B programmes.
- Familiarity with Enterprise Architecture tools (e.g., EA Sparx) and database modelling.
- Experience in financial monitoring and contract oversight.
- Proven business development and bid management experience.
