Michael Page is seeking an Interim Commercial Manager to join a national government body, leading end-to-end procurement and sourcing across multiple projects in a highly regulated environment.

The role requires delivering complex commercial solutions, providing governance-compliant commercial advice across finance, legal and technical functions, and managing 15–20 concurrent procurements with values up to £10m. Remote working is available, with a day rate of £400 Inside IR35 through March 2027.

Qualifications

• Experience delivering complex procurement solutions in procurement, sourcing or contract management.
• Strong knowledge of Public Contracts Regulations 2015, Procurement Act 2023, and governance requirements.
• Experience leading above-threshold procurements up to £10m.
• Ability to manage 15-20 concurrent procurements and work to tight deadlines.
• Experience with public sector frameworks (e.g. CCS, NHS SBS, NHS Supply Chain).

Responsibilities

• Lead end-to-end procurement and sourcing activities across multiple projects.
• Accelerate procurement timelines to support business-critical requirements.
• Develop procurement strategies, business cases and approvals documentation.
• Produce tender documentation, manage clarifications, coordinate evaluations and support contract award decisions.
• Engage with stakeholders to define and refine procurement requirements, ensuring whole-life costs.
• Provide commercial advice across finance, legal and technical functions.
• Manage framework call-offs, contract variations and change control processes.
• Ensure compliance with public procurement legislation, governance requirements and transparency obligations.
• Publish procurement and contract award notices where required.
• Support procurement governance processes and present recommendations to senior stakeholders.
• Manage a varied portfolio of procurement projects, often 15-20 concurrent procurements.
