Job summary

Royal Borough of Kensington and Chelsea is seeking a Lead regulatory compliance professional to oversee Property Services, ensuring council homes meet Awaab’s Law and the Social Housing (Regulation) Act 2023. You will manage a dedicated team, drive reactive and preventative actions, and lead preparations for Phase 2 go‑live in November.

The role blends policy development with field presence, delivering proactive solutions for damp and other hazards.

Lead regulatory compliance across Property Services and help ensure our homes meet strict safety standards

What you’ll be doing

Your primary focus will be ensuring Council homes are fully compliant with Awaab’s Law and wider regulatory requirements under the Social Housing (Regulation) Act 2023. Managing a dedicated team that includes a Special Projects Manager and Special Projects Coordinator, you will oversee both reactive and preventative actions aligned with Housing Health and Safety Rating System (HHSRS) hazards. A key immediate priority will be leading operational preparations ahead of Phase 2 of Awaab’s Law going live in November, ensuring working practices meet statutory timeframes and standards.

You will systematically review and develop policies, procedures and operational models within Property Services, moving beyond reactive fixes to establish long-lasting, proactive solutions for issues such as damp and mould. This role is dynamic and extends well beyond sitting behind a desk. You will regularly spend time in the field visiting properties, speaking with residents and running community engagement initiatives such as educational roadshows to encourage self-learning and gather direct feedback.

Collaboration and governance form a key part of your daily work. You will build strong working relationships across neighbourhood teams and responsive repairs, while confidently presenting complex regulatory updates and performance reports to senior leaders, council committees and elected councillors. By keeping pace with evolving consumer standards and future legislation, you will maintain organisational preparedness and ensure our service model consistently delivers positive outcomes.

What you’ll bring

You will bring experience within social housing, preferably from a local housing authority or council setting, alongside a solid working knowledge of Awaab’s Law, HHSRS hazards and the built environment. With a background in compliance, surveying or housing operations, you have proven experience in policy development, process design and service transformation. You are skilled at analysing performance data, troubleshooting complex housing management issues and translating technical regulations into clear, structured plans.

You will be based in the Borough for a minimum of three days a week, playing a key role in serving the local community. Whether you are collaborating in the office, reviewing policies or visiting properties in the field, you will be part of a dedicated team working directly with residents.
