Portsmouth Water is delighted to announce a temporary opportunity for a Regulatory Analyst to join our highly regarded Regulation Department on a 6-month fixed-term basis. We seek an experienced professional to lead the analysis of Ofwat’s PR24 rulebook by responding to consultations, engaging in workshops, and developing our internal reporting processes.

What will you be doing?
Key Responsibilities
  • Conduct detailed analysis of Ofwat’s PR24 rulebook and associated models.
  • Respond to the Ofwat rulebook consultation, identifying errors or unintended consequences in the published models.
  • Assist colleagues and stakeholders in understanding the impacts of Ofwat’s PR24 rulebook.
  • Identify key internal data sources and develop approaches to incorporate forecast impacts into quarterly performance reviews.
  • Draft methodology statements for populating models with internal data for handover to the Finance team.
  • Support development of charges models, impact analysis for new charges, and updates to NAV charges for 2026-27.
  • Ensure charges are cost-reflective and compliant with Ofwat’s charging rules.
  • Maintain financial and reconciliation models to track performance against Ofwat’s final determination.
  • Ensure regulatory reporting aligns with Ofwat guidance.
  • Verify tariffs’ compliance with price controls and underlying cost models.
  • Support broader activities within the Regulation team as needed.

  • Good understanding of economic regulation and the periodic review process.
  • Strong communication skills and team-oriented mindset.
  • Qualified accountant, economist, or equivalent.
  • Experience in the water sector or regulated industries is preferred.
