Job summary

The Regional Operations Manager (ROM) will operate 24/7, providing leadership and management support to divisional and support services teams. The goal is to ensure the most effective and efficient utilization of EMAS resources to support the Trust's objectives and strategic aims.

The ROM will be based within the Emergency Operations Centre (EOC) at Horizon Place and will operate in real-time to enhance the Trust's ability to react to and resolve operational issues. The role involves testing and challenging service provision to ensure it is fit for purpose.

The ROM will work closely with Divisional management teams, EOC Duty Managers, and other managers to ensure effective service delivery and communication between operational divisions, EOC, and support services.

The role includes overseeing operational activities, proactively preventing potential issues, and anticipating areas where performance may deteriorate, requiring early intervention and escalation.

On a shift-by-shift basis, the ROM will oversee Critical Care functions, support tactical decisions, and liaise directly with Incident Command to ensure the best patient care. They will also be a point of contact for divisions' Tactical Cells regarding hospital delays and will support conference calls with external stakeholders. Additionally, the ROM will serve as the senior clinician on duty, bridging the gap between the Strategic Medical Advisor and operational crews 24/7.

  4. Ensure all services are patient-focused, of high quality, and utilize resources effectively and efficiently.
  5. Promote high-performing teams accountable for delivery and clinical outcomes within their areas.
  6. Maintain high standards of employment practice, acting in accordance with relevant codes of conduct.

Job responsibilities

  3. Monitor VOR and crew downtime, intervening as necessary to optimize resource availability.
  4. Partner with EOC managers for regional performance, reputation, and strategic objectives.

  6. Manage operational issues affecting A&E, vehicle downtime, NHS Walk-in Centres, and Minor Injuries Units, providing solutions where possible.

  8. Maintain readiness for major incidents, undertaking the initial remote Tactical Commander role as needed, and ensuring competencies are up to date.
  9. Respond to all incident categories as an HCPC Registered Paramedic or as directed.
  10. Manage Business Continuity Plans to mitigate failures in systems, staffing, or infrastructure.

Essential
  • HCPC Registered Paramedic
  • Leadership experience (3-5 years)
