Job summary

Cheshire & Merseyside Regional Care Cooperative in Birkenhead, Merseyside, is seeking an experienced Head of Service – Home Again to lead a regional programme across Cheshire and Merseyside. You will shape strategy and operational delivery to support children and young people with complex needs, including safeguarding and partnership work with health, education and youth justice.

The role requires strong leadership, resilience and collaboration to mobilise services, manage budgets and deliver

Qualifications

• Significant senior leadership experience within children's social care or related health and social care setting.
• Proven experience leading complex services and delivering transformational change.
• Strong knowledge of safeguarding, children with complex needs and placement sufficiency.
• Extensive partnership and system leadership experience.
• Excellent strategic, financial and operational management skills.

Responsibilities

• Lead the strategic development, mobilisation and delivery of the Home Again Programme.
• Establish and develop a high-performing multidisciplinary workforce.
• Drive service improvement, innovation and transformational change.
• Build strong partnerships with local authorities, NHS organisations, education, youth justice and commissioning teams.
• Develop effective referral pathways, assessment processes and intervention models.
• Lead governance, performance management, quality assurance and outcomes monitoring.
• Manage budgets, resources and strategic risks, ensuring value for money and sustainability.
• Ensure compliance with safeguarding, statutory and regulatory requirements.
