Regional External Bulk Transport Leader

Job summary

EMR Group is seeking an experienced External Bulk Transport Operations Manager to lead and develop regional external transport operations in the UK. You will work with internal teams and an external haulier network to deliver cost-efficient, high-standard service and robust planning processes.

You will drive data-driven decisions, monitor performance, and align with safety and regulatory requirements while collaborating with Regional Bulk Managers to share best practices across the UK.

Qualifications

• Experience in third-party transport management or external haulage.
• Standard National or International CPC certificate.
• Proven cost-effective purchasing, spend management and financial oversight.
• Strong communication and stakeholder relationship skills.
• NEBOSH certification or safety training is advantageous.
• LGV Class C or C+E licence is desirable.
• Willingness to travel and work extended hours when required.

Responsibilities

• Lead and support the external transport planning team.
• Manage relationships with third-party hauliers and internal stakeholders.
• Oversee transport performance and KPIs against targets.
• Establish haulage rates and provide market insights for decisions.
• Manage vehicle dispatch, routing and tracking to maximise efficiency.
• Ensure ADR, waste legislation, O-licence and safety compliance.
• Monitor maintenance of third-party vehicles and equipment.
• Produce monthly performance reports on service provider performance.
• Collaborate with Regional Bulk Managers to share best practice.
• Use data-driven insights for continuous improvement.
