Job summary

An established industry player is seeking a dedicated Recovery Officer to join their team. This role involves undertaking recovery functions related to Council Tax and National Non-Domestic Rates, including representing the Council in court proceedings. The ideal candidate will have experience in the council tax sector and a strong understanding of relevant legislation. You will work mainly remotely, supporting the enforcement and recovery service while ensuring compliance with policies and procedures. Qualifications

  • IRRV qualification is desirable but not mandatory.

Job description

Recovery Officer
Monday to Friday 9am to 5pm (Mainly remote)
Initial 3 to 6 month ongoing contract
£28.30p/hr umbrella rate

Role Purpose

To undertake recovery functions in respect of Council Tax and National Non-Domestic Rates (Post Enforcement Agency), including representing the Council in Court proceedings and the referral of debt to external agencies and internal departments (including the Council's Legal Services).


Responsibilities
  1. To support the Council Tax and NNDR Debt Managers in providing an efficient enforcement and recovery service for the authority.
  2. To update, investigate and reconcile Council Tax & NNDR accounts and take appropriate further recovery action where necessary in line with section guidelines to maximise revenue for the authority and ensure that targets are met within the department.
  3. To promote and implement the Council's Policies, particularly in relation to service provision and with due regard to customer care.
  4. To effectively utilise such IT systems as required during the course of duties.
  5. To interrogate and update appropriate systems and procedures in assisting to achieve Divisional and Council objectives and make sure the section meets its procedural obligations.
  6. To liaise and action information/enquiries from other sections, departments and outside agencies as necessary (e.g. DWP, collection agencies, employers and citizen's advice bureau), including maintaining accurate records of debt with external collection agencies and to allocate and process payment schedules and raise invoices as necessary.
  7. To process and log all cases returned uncollected by the Enforcement Agencies and take appropriate action as defined by procedures and the Enforcement Agents reports.

Requirements
  1. IRRV qualification desirable.
  2. Experience within the council tax & business rates sector and a good understanding of the relevant legislation.
  3. Experience working in councils or housing associations.
  4. Experience of the Academy system for council tax and NNDR (business rates).
  5. Able to use Word, Outlook, and Excel spreadsheets.
