About the Role

Information about the Command

Digital, Data & Technology (DDaT), supports NCA operational commands with how we exploit data and to ensure the NCA uses the best technology platforms with the right tools and applications to further enable the NCA to protecting the public from serious and organised crime. Information about the Business Area

The Chief Data Office (CDO) provides specialist advice and guidance on all areas of data and information management including knowledge and information management, data governance, and data protection. CDO is the accountable lead for the NCA’s relationship with the Information Commission and also has regular engagement with other regulators and inspectors.
All areas of CDO regularly engage across policing and government departments in relation to the management of information and data.

Role Summary

This is an excellent opportunity to lead a newly established team responsible for driving records management compliance across the National Crime Agency. With a particular focus on Review, Retention and Disposal (RRD) and Data Quality (DQ) ensuring information is managed effectively, lawfully and in support of organisational objectives.

Operating within a complex law enforcement environment, you will lead a high-performing team responsible for reviewing information held across the Agency, determining retention and disposal outcomes, and working with stakeholders to ensure systems and repositories remain compliant.

Working across a complex operational environment, you will provide leadership and direction to support consistent and compliant information management practices. This includes ensuring that decisions relating to the review, retention and disposal of information are informed by relevant legislation, regulatory requirements and codes of practice, including IPA (Investigatory Powers Act), RIPA (Regulation of Investigatory Powers), CPIA (Criminal Procedures and Investigations Act) and PIRM (Police Information and Records Management).

Working collaboratively across the Agency, you will strengthen information management practices, improve compliance and data quality, and support the effective management of information-related risk through robust governance and assurance.

Role Description

The post holder will be responsible for leading and embedding records management and data quality standards, controls and requirements across the Agency, ensuring compliance with relevant legislation, regulatory requirements and information management best practice. Initially focusing on Subject of Interest (SoI) data within POLE (People, Objects, Locations and Events), the post holder will drive the development of the Agency's data quality capability, ensuring information is accurate, reliable and fit for operational and strategic use.

As the Agency lead for records management compliance and a key point of accountability for data quality, the post holder will identify, assess and mitigate information and data quality risks, oversee compliance with retention and disposal requirements, and provide assurance that records and data are managed appropriately throughout their lifecycle. The post holder will develop standards, policies and performance measures that strengthen information integrity, support informed decision-making and promote a culture of continuous improvement.

The successful candidate will work collaboratively with stakeholders across the Agency to improve information and data management practices, support the effective use of systems and technologies, and drive sustainable improvements in governance, compliance and organisational capability.

The post holder will be a key member of the Chief Data Office Senior Leadership Team and will work closely with the Knowledge and Information Management Senior Manager to ensure a coordinated approach to records management, information governance, data quality and wider data management activities across the NCA.

For candidates interested in the role on a part-time basis, please be aware that we would expect candidates to commit to a minimum of 30 hours per week (Monday-Friday) over three days.

Duties and Responsibilities

Review, Retention & Disposal (RRD) Compliance - Lead Agency compliance with Review, Retention and Disposal requirements, ensuring records are reviewed, retained and disposed of in accordance with legislation, policy, regulatory obligations and operational needs.

Team Leadership & Programme Delivery - Build, lead and develop a high-performing team responsible for delivering the Agency's records review, retention and disposal programme, ensuring effective prioritisation, delivery of remediation activity and continuous improvement.

Policy, Standards & Capability Development - Develop and implement policies, standards, processes, training and guidance to support compliance with RRD legislation, regulatory requirements and best practice across the Agency.

Governance, Risk & Assurance - Establish reporting and assurance frameworks, providing oversight through governance forums (including senior DDaT leadership, the Data Governance Board (DGB), Executive Committee (ExCo) and Audit and Risk Assurance Committee (ARAC)) whilst managing corporate RRD risks, ensuring appropriate controls and remediation activities are implemented in line with the Agency's risk appetite.

Data Quality Leadership - Develop and mature the Chief Data Office's data quality capability, establishing standards, controls and assurance processes to improve data quality and information management, with an initial focus on Subject of Interest data.

Systems Adoption & Business Transformation - Drive the effective adoption of Agency systems, tools and applications, and support digital transformation initiatives that enhance records management, information governance and data management capabilities across the Agency.

Person Specification

Strategic Leadership - Proven ability to lead, develop and motivate high-performing teams, fostering an inclusive culture that drives continuous improvement, builds capability and delivers sustainable organisational change.

Information Governance & Records Management Expertise - Strong knowledge of information governance and records management principles, including Review, Retention and Disposal (RRD), applying legislation, policy and best practice to support compliance, assurance, data quality and operational effectiveness.

Stakeholder Influence & Communication - Highly effective at influencing and engaging stakeholders at all levels, communicating complex information clearly and providing practical guidance that supports compliance, collaboration and strategic objectives.

Compliance, Risk & Assurance - Experience of improving compliance through assurance, risk management, governance frameworks, policies and standards, ensuring information management requirements are embedded and consistently applied.

Culture, Collaboration & Capability Building - Strong understanding of organisational culture and behaviours, with the ability to build trust, foster collaboration and enhance organisational capability through education, guidance and the promotion of accountable information management practices.

Desirable criteria are only used for assessment in the event of a tie break.

  • Postgraduate qualification, degree or equivalent professional accreditation in Records Management, Information Governance, Archives and Records Management, Information Management or a related discipline.
  • Substantial experience delivering records management, information governance or data management functions within a complex, regulated organisation.
  • Experience of delivering data governance, information governance, records management or compliance functions within a policing, law enforcement, intelligence, national security or wider criminal justice environment.

A pay flexibility case seeking to modernise NCA pay frameworks was approved by the Government in July 2026. The NCA recognises and engages in collective bargaining with three trade unions: The National Crime Officers Association (NCOA), Public and Commercial Services Union (PCS) and FDA. Therefore, our terms and conditions are currently undergoing a formal review, in consultation with these recognised trade unions. The outcome is expected to be known by early 2027.

Allowances are reviewed annually and may be increased, decreased or removed.

All salary offers will be made in line with Remuneration Policy.

  • Roles based in London will receive an additional London Weighting (Per Annum) of £4,379

All NCA employees are members of the UK Civil Service and eligible for the Civil Service pension scheme, alongside your salary the NCA contributes £20331. Further information on the benefits of the scheme is available on the Civil Service Pension Website.

New entrants to the NCA receive 26 days annual leave, rising to 31 on completion of 5 years continuous service, plus 8 bank holidays.

If qualifying criteria is met new joiners from UK Police Forces or the UK Intelligence Community (UKIC) will have service with those employers taken into account for continuous service purposes for annual leave entitlement only, this will be up to a maximum of 31 days leave (including 1 privilege day).
