Job summary

ISS is seeking an experienced Quantity Surveyor to join our Capital Projects team for a government client, delivering cost management and commercial support across NEC4 contracts. You will ensure financial control, compliance and value throughout the project lifecycle.

The role requires a qualification in Quantity Surveying, strong NEC4 knowledge, and proven experience in cost management, tendering, and risk management across multi-project portfolios.

Qualifications

• Qualified Quantity Surveyor with a Degree or HND in Quantity Surveying (or equivalent).
• Proven post qualification experience in construction and/or FM, preferably government/education environments.
• Strong knowledge of NEC4 contract administration is essential.
• Demonstrable expertise in cost management, tendering, and procurement processes.
• Experience with applications for payment, valuations, change control, and risk management.
• Strong financial acumen and ability to price contractual changes.
• Experience managing concurrent projects or programmes with a combined annual value of £5m or above.
• Experience estimating project costs and presenting high-quality tender evaluation documentation to customers.
• Excellent analytical, negotiation, verbal, and written communication skills.

Responsibilities

• Prepare and manage project budgets, forecasts, and cost plans.
• Monitor and report on financial performance against targets with accountability for project P&L.
• Administer NEC4 contracts, ensuring compliance with terms and conditions.
• Identify, assess, and manage contract risks with mitigation strategies.
• Prepare tender documentation, evaluate submissions, and negotiate with suppliers for best value.
• Review and certify applications for payment and prepare valuations.
• Assess and manage variations, compensation events, and claims, maintaining financial records.
• Collaborate with project managers, clients, suppliers, and senior stakeholders to provide commercial advice and drive best practice.
