Job summary

The Oyster Partnership is seeking an experienced Programme Analyst QS to support a major social housing capital investment programme. You will manage programme performance, cost forecasting and reporting across live and planned projects, ensuring accurate timelines and budgets.

The role requires advanced Excel, MS Project, and QS experience. You will work with multiple teams, prepare tender documentation, and support commercial assessments to drive delivery.

Qualifications

  • Degree qualification in Quantity Surveying, Construction Management or a related discipline.
  • Experience managing and programming complex construction or social housing capital programmes.
  • Advanced Microsoft Excel skills, dashboards, data modelling, pivot tables, lookups and financial reporting.
  • Strong knowledge of Microsoft Project for programme creation, baselining and progress monitoring.
  • Experience producing programme, cost and performance reports for senior stakeholders.
  • Quantity surveying experience including tender documentation, contract administration and cost control.
  • Experience with JCT contracts and construction procurement processes.
  • Knowledge of housing refurbishment, compliance and fire safety programmes in social housing.
  • Ability to analyse, challenge and validate large volumes of programme and financial data.
  • Strong stakeholder management skills across multiple service areas.

Responsibilities

  • Develop and maintain a master programme covering all pipeline and live capital projects with milestones and dependencies.
  • Monitor progress against forecasts, identifying delays, risks and impacts.
  • Maintain programme-wide cost forecasts including budget, committed spend and actuals.
  • Produce monthly programme, financial and performance reports for senior leadership and governance groups.
  • Support annual and multi-year budget profiling, spend forecasting and cashflow management.
  • Coordinate information across Capital Delivery, Procurement, Pre-Construction and Asset Data teams.
  • Challenge and reconcile project data to ensure reporting accuracy.
  • Implement standardised reporting formats, tracker structures and data processes.
  • Integrate stock condition, compliance and fire safety requirements into planning and delivery.
  • Attend stakeholder meetings and provide programme updates to partners.
  • Support tender documentation, pricing schedules and contract particulars.
  • Assist with tender evaluations, commercial assessments and recommendation reports.
  • Provide quantity surveying support including valuations, variations, cost reporting and final accounts.
  • Support the commercial team with cost planning, risk management and pre-contract estimates.

Programme Analyst QS - Overview

An established social housing provider is seeking an experienced Programme Analyst QS to support the delivery of a significant housing capital investment programme. This role sits within the Housing Operations function and will be responsible for managing programme performance, cost forecasting, reporting, and commercial support across a portfolio of live and planned projects. The successful candidate will maintain oversight of programme timelines, budgets, contract performance and project dependencies, ensuring accurate reporting and coordination across multiple service areas. This is an excellent opportunity for an individual with strong programme management, data analysis and quantity surveying expertise to make a tangible impact on capital investment delivery.

Programme Analyst QS - Key Responsibilities
  • Develop and maintain a master programme covering all pipeline and live capital projects, including key milestones, dependencies and critical paths.
  • Monitor project progress against programme forecasts, identifying delays, risks and programme impacts.
  • Maintain programme-wide cost forecasts, including budget, committed spend, actual expenditure and projected costs.

Programme Analyst QS - Applicant Essentials

Essential

  • Degree qualification in Quantity Surveying, Construction Management or a related discipline.
  • Demonstrable experience managing and programming complex construction or social housing capital programmes.
  • Advanced Microsoft Excel skills, including dashboards, data modelling, pivot tables, lookups and financial reporting.
  • Strong working knowledge of Microsoft Project, including programme creation, baselining and progress monitoring.
  • Experience producing programme, cost and performance reports for senior stakeholders.
  • Practical quantity surveying experience including tender documentation, contract administration and cost control.
  • Experience working with JCT contracts and construction procurement processes.
  • Knowledge of housing refurbishment, compliance and fire safety programmes within the social housing sector.
  • Ability to analyse, challenge and validate large volumes of programme and financial data.
  • Strong stakeholder management skills, with the confidence to work across multiple service areas.

Desirable

  • Membership of RICS, CIOB or APM, or working towards professional accreditation.
  • Experience using Power BI, SharePoint and Teams for programme reporting and collaboration.
  • Knowledge of housing asset management, compliance and finance systems.
  • Experience using Asta Powerproject or Primavera.
  • Previous experience working within a social housing provider environment.
