Job summary

The Oyster Partnership is seeking a Managing Quantity Surveyor to lead commercial delivery on a social housing refurbishment and investment programme in Essex. This interim, full-time role offers a day rate of £550 umbrella and spans a 12-month horizon.

You will own cost planning, tendering, contract administration and financial reporting, directing commercial teams and governance across multiple workstreams to ensure delivery on time, within budget and to required standards.

Qualifications

  • RICS Chartered Surveyor or equivalent professional accreditation.
  • Degree qualified in Quantity Surveying, Commercial Management or related discipline.
  • Extensive experience as Quantity Surveyor/Managing Quantity Surveyor/Employers Agent or Contract Administrator.
  • Strong track record delivering refurbishment, maintenance, compliance or capital investment projects.
  • Proven leadership experience and senior-level reporting.

Responsibilities

  • Lead cost planning, estimating and commercial management across refurbishment and capital investment programmes.
  • Collaborate with procurement, design and pre-construction to develop cost plans and commercial strategies.
  • Identify, quantify and manage project risks while achieving commercial objectives.
  • Prepare and manage tender documentation and provide recommendations to senior stakeholders.
  • Support procurement strategies and contract documentation, including amendments and performance securities.
  • Provide commercial leadership across live projects and manage project commercial teams.
  • Administer and manage JCT contracts with guidance on technical and contractual matters.
  • Review performance, risks, opportunities and forecasts across workstreams and report to governance groups.
  • Translate complex financial data into clear reports for senior leadership.

Overview
  • An exciting opportunity has arisen for an experienced Managing Quantity Surveyor to join a well-established social housing provider on an interim basis, supporting the delivery of a significant capital investment and refurbishment programme.
  • This is a senior leadership position requiring a commercially focused professional who can oversee the full project lifecycle, from pre-construction through to project completion. The successful candidate will play a pivotal role in cost management, contract administration, procurement, financial reporting and commercial governance across a diverse portfolio of housing and building improvement projects.
Key Responsibilities
  • Lead cost planning, estimating and commercial management activities across major refurbishment, compliance and planned investment programmes.
  • Work collaboratively with procurement, design and pre-construction teams to develop robust project cost plans and commercial strategies.
  • Identify, quantify and manage project risks while ensuring commercial objectives are achieved.
  • Prepare and manage tender documentation, oversee tender exercises and provide recommendations to senior stakeholders.
  • Support procurement strategies and the preparation of contract documentation, including contractual amendments, warranties and performance securities.
  • Provide commercial leadership across live construction projects and manage project commercial teams.
  • Administer and manage JCT contracts, providing advice on technical and contractual matters.
  • Review project performance, risks, opportunities and financial forecasts across multiple workstreams.
  • Produce accurate and insightful financial reports, transforming complex financial information into clear reporting for senior stakeholders.
  • Present commercial updates, financial performance reports and project recommendations to governance groups and senior leadership teams.
  • Chair project meetings, manage stakeholder engagement and ensure strong commercial governance throughout project delivery.
  • Oversee practical completion, final account settlement, defect management and project close-out requirements.
  • Ensure all completion documentation, warranties, compliance records and asset information are obtained and maintained.
Applicant Essentials
Essential
  • RICS Chartered Surveyor or equivalent professional accreditation.
  • Degree qualified or suitably qualified within Quantity Surveying, Commercial Management or a related discipline.
  • Extensive experience operating as a Quantity Surveyor, Managing Quantity Surveyor, Employers Agent or Contract Administrator.
  • Strong experience delivering refurbishment, maintenance, compliance or capital investment projects.
  • Demonstrable experience preparing, administering and managing JCT contracts.
  • Proven leadership experience managing commercial teams and delivering senior-level reporting.
  • Excellent financial management skills with the ability to analyse, structure and present complex financial data.
  • Experience managing procurement processes, tender evaluations and contract award recommendations.
  • Strong stakeholder management and communication skills.
Desirable
  • Experience working within housing, property, regeneration or capital projects environments.
  • Experience delivering large-scale residential refurbishment programmes.
  • Knowledge of building safety, compliance and asset investment projects.
  • Experience presenting to boards, governance groups and senior leadership teams.
