Job summary

Fife Council is currently seeking candidates for a key educational role focused on improving learning and teaching. Job description

Salary: Q01 - Q03 £76,218 - £85,047 (subject to salary increase in August 2026)

Working Pattern: 35 hours per week

Location: Fife House, Glenrothes

Responsibilities

• Shared responsibility for quality assurance and quality improvement of schools across cluster areas.
• Oversee the development and implementation of the identified strategic priority area(s), focusing on improved performance, innovation, sharing of learning, and continuous improvement.
• To promote a culture of collaboration across the Directorate through the Self-Improving Networked Learning System. Plan, co‑ordinate and evaluate professional learning and networking opportunities (working with local and national partners) to support continuous improvement across early years, primary, special and secondary sectors.
• Engage with and influence partners and stakeholders on key strategic issues; broker and share knowledge to improve outcomes for children and young people, and represent the directorate as required.
• Ensure robust systems and processes are in place to support quality assurance processes within the directorate, ensuring the highest quality of performance and management information, specifically in relation to strategic areas of responsibility.
• Provide high‑quality strategic analysis of key evidence to strengthen the evidence base for decision‑making and to support and challenge services and establishments to improve within strategic areas of responsibility.

Qualifications, Registration and Skill Requirements

• High levels of interpersonal and leadership skills.
• Experience of leading and managing self‑evaluation and quality improvement.
• Experience of leading strategic change within educational settings.

Before confirming to your appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership through Disclosure Scotland and become a member of the relevant PVG scheme.

As a progressive employer, we offer the opportunity to work in this role as a “blended working” arrangement with home‑working opportunities and occasional office‑working as required. While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend office locations in Fife as required.
