Job summary

Demos is seeking an Associate Director of Public Service Reform to lead a transformative programme and shape policy across the public sector. You will build a policy programme, lead a new Public Service Reform team, and secure funding to scale activities, while acting as a senior spokesperson and thought leader.

You will shape public services reform in the context of England’s devolution, digital transformation and AI, working with the Executive team to advance Demos’s mission across its pillars.

Responsibilities

• Lead policy development for the Public Services Reform pillar and develop new ideas that influence policy and practice.
• Lead high-profile policy and research projects delivering impactful recommendations to government and stakeholders.
• Ensure policy ideas are grounded in rigorous analysis and participatory processes.
• Provide deep public policy insight and political intelligence, leveraging networks for impact.
• Act as a senior spokesperson for Demos in media, events, and policy forums.
• Build and maintain a high-level network of policymakers and stakeholders.
• Collaborate across Demos to maximise reach of policy recommendations and impact.
• Shape public debate through thought leadership (op-eds, blogs, policy papers).
• Lead fundraising efforts for the Public Service Reform pillar and craft funding proposals.
• Provide leadership to policy and research teams and support their professional growth.
• Embed Demos values as a collaborative, inclusive leadership example.
