Job summary

Executive Network Group is seeking a strategic Procurement Manager to lead the transition of the commercial function into a public sector framework. You will drive compliance with PCR across category strategies while negotiating high-value contracts and managing supplier performance during the transition.

Qualifications

• Comprehensive understanding of PCR or proven ability to transition to a highly regulated public sector environment.
• Significant experience managing hybrid direct (engineering/fleet) and indirect spend.
• Expert-level experience leading competitive tenders and negotiations within a governance framework.
• Strong interpersonal skills to influence stakeholders through transition to public sector processes.

Responsibilities

• Lead PCR implementation across end-to-end category strategies for public sector governance.
• Design and execute competitive sourcing and manage tender lifecycle from notice to award.
• Standardise NDAs, SLAs, and MSAs to meet regulatory requirements.
• Develop resilient strategies for direct fleet and indirect categories balancing value with transparency.
• Track supplier performance and conduct KPI reviews to meet compliance and ESG standards.
• Monitor market conditions and benchmark pricing to ensure defensible procurement.
