Purpose of Role: The Crown Estate is a unique business with a diverse portfolio spanning rural and coastal land, marine assets, andurban property. We manage the land and seabed on behalf of the Nation, creating long-term value for the UK through responsible,forward-looking stewardship.

We are looking for a Public Affairs Manager to join our External Affairs team. This pivotal role will lead our public affairs engagementacross the agricultural and environmental sectors, as well as within the marine and urban nature policy landscapes. A key focus will bedriving the implementation of our Nature Recovery Strategy, launched earlier this year.

In response to a dynamic external context, the role will lead and deliver a strategic engagement programme with politicians, governmentofficials, and key stakeholders—building the relationships needed to address shared challenges and unlock collective impact.

Working as part of an integrated Corporate Affairs team, the Public Affairs Manager will also support broader organisational engagementand strategic objectives. They will scan the policy horizon—across areas such as Net Zero, Biodiversity Net Gain, land use, and naturalcapital—and provide strategic insight and advice to leadership and colleagues.

Success in this role will require strong cross-organisational collaboration, with the postholder building trusted relationships across ourrural, marine, sustainability, and urban teams. The successful candidate will be asked to travel frequently and spend time at our office inWindsor.

Main accountabilities:

Public Affairs and engagement

  • Design and deliver public affairs strategies to support TCE’s environment, sustainability, net zero and nature aims
  • Design and deliver an engagement approach to support TCE as it launches and evolves its nature commitments.
  • Support engagement with key government departments to help enable the UK’s 30by30 and 2050 decarbonisation targets - with a particular focus on Defra and DESNZ
  • Build and maintain strong relationships with industry groups, landowners, environmental organisations and rural stakeholders
  • Engage and build relationships with MPs and Lords, with a focus on establishing strong networks and visibility of TCE’s aims and ambitions on nature.

Policy

  • Horizon scan the external environment, identifying and addressing emerging policy risks, issues and opportunities as set against TCE’s strategic aims.
  • Design and develop policy and advocacy strategies, ensuring that TCE message and position is defined and agreed
  • Working with membership groups to share and amplify TCE policy positions.

Wider

  • Support partnerships and speaker opportunities for TCE Leadership Team to engage in relevant conversations on nature and sustainability
  • Work closely with internal teams, including Sustainability, Legal and Operations to align external affairs strategies with wider business objectives
  • Organise and participate in roundtables, conferences and networking engagements to enhance The Crown Estate’s profile in environment, nature and sustainability debates

Most important skills based requirements:

  • Substantial experience working in a public affairs, political or relevant civil service role
  • Substantial experience working in energy, rural, property or infrastructure sectors
  • Experience managing external agency accounts
  • Good knowledge of the workings UK Government and devolved nations decision making
  • Good knowledge of political landscape and land, environment and energy policy
  • Ability to communicate and influence - providing strategic advice to senior leader
  • Ability to engage and build relationships with key stakeholders

This is an 18 month Fixed Term Contract (Maternity Cover)
