Position: Proposals Manager - Water
Location: Derby
Salary: £70,000 (Guide Salary) Plus Car/Allowance & Package
Our client is a Tier 1 D&B Contractor operating predominantly in the water industry, delivering various water and wastewater non-infrastructure projects for Severn Trent Water. To support their growth, they are recruiting a Proposals Manager within their Pre-Contract department. Reporting to the regional Pre-Contract Manager, you will lead multidisciplinary teams in developing technical solutions and commercial proposals to secure contracts for potable water treatment, sewage treatment, and bioresources projects, with a focus on sustainability and reducing carbon footprint.
You will be responsible for managing a portfolio of future projects (either directly allocated or through competitive tenders) to secure agreements through suitable contracts. Your responsibilities include:
- Client Management: Building and maintaining positive relationships with clients to facilitate efficient project solution identification and successful contract negotiations. Managing client and stakeholder expectations regarding time, cost, and quality of proposals and Early Contractor Involvement (ECI) delivery. Ensuring the successful delivery of ECI orders by coordinating with other departments and clients, and managing project progress and acceptance of proposed solutions. Conducting site and client office visits as needed, obtaining client feedback, and applying lessons learned to future projects.
- Developing Solutions/Tenders/Proposals: Identifying and documenting client project requirements to guide team development of project solutions. Leading multidisciplinary teams to produce competitive tenders that meet client needs, considering affordability, design, planning, sustainability, construction, procurement, and operational factors. Assessing data gaps and coordinating engagement from engineering, estimating, operations, planning, and SHEQ teams to ensure proposal viability. Ensuring tenders meet governance and quality standards, and have a high level of confidence in scope, cost, schedule, and risk profile aligned with regional and business strategies. Collaborating with legal, technical, and commercial teams to clarify project scope, define risk profiles, and facilitate timely contract execution.
- Supporting Department Development and Administration: Working with the Pre-Contract Manager to plan and acquire necessary resources for proposal development. Managing team progression, development, and wellbeing. Ensuring proposals are delivered on time and within budget, contributing to departmental cost and performance reviews, and identifying areas for improvement. Promoting innovative working methods, gathering and communicating feedback from project delivery, and supporting continuous improvement initiatives. Applying lessons learned to enhance project efficiencies and team performance.
Skills, Experience, and Qualifications:
- Degree in Engineering (Mechanical/Civil/Chemical/Environmental/Process) or equivalent, or Project Management qualifications.
- Experience working under NEC4 Conditions of Contract.
- UK Water Industry experience in project design or delivery of water treatment, wastewater, or bioresources projects, with the ability to influence design, material choices, and contribute to optioneering.
- Experience in processes, equipment, and services within the water industry.
- Experience in developing project programmes and risk management techniques.
- Excellent communication and team working skills.
- Self-motivated, flexible, reliable, with strong problem-solving skills and a client service focus.
Desirable:
- Experience in tendering or managing medium to large projects (>£10M), or batches of projects, or design-only projects within the water industry.
