Job description

Proposal Manager

Currently looking for an experienced Proposal Manager to be based in the Kingston office. The successful candidate will support the offshore wind tendering team, ideally with experience in large offshore installation scopes or large fabrication projects involving multiple structures.

  1. Manage commercial bids to optimize success in contract awards and maximize Saipem's commercial results.
  2. Develop the Proposal Plan.
  3. Organize and conduct the bid kick-off meeting.
  4. Define the bid cost structure with the support of the Estimator.
  5. Manage interfaces with Partners and Clients.
  6. Define the scope of work for each party involved in the bid.
  7. Analyze Contract requirements and conditions.
  8. Define the cost estimates developed by the Estimator.
  9. Approve the cost estimate of activities performed internally, based on evaluations from engineering, procurement, and assets management departments.
  10. Approve the preliminary project cash flow developed by the Estimator.
  11. Define the project organization, overall schedule, execution plan, and resource plan.
  12. Integrate proposal packages from individual Operating Companies and Proposal Partners, reconciling discrepancies (for Onshore Projects).
  13. Prepare Cost Closure Reports.
  14. Submit the Proposal to the Client.
  15. Manage post-bid clarification phases with the Client.
  16. Lead negotiations with clients on pricing, contractual, and technical aspects, if delegated.
  17. Prepare the Proposal Close-out Report.
  18. Develop the Project Architecture.
  19. Ensure proper application of Risks Analysis, including the use of ROBS (Risks and Opportunity Breakdown Structure) to define the risk register.
