Position: Property Services Compliance Manager

Sector: Public Sector - Local Authority

Location: Ealing

Type: Permanent, Full-Time

Hours: Monday to Friday, 35 hours per week

Salary: £56,646 to £58,692 per annum

Work Arrangement: Hybrid working

Key Responsibilities
  1. Regulatory Compliance: Maintain a current understanding of all relevant regulations and standards, including health and safety regulations, environmental laws, and industry-specific compliance requirements.
  2. Strategic Oversight: Lead fire safety, water management, asbestos control, gas systems, and mechanical and electrical services across approximately 130 corporate and commercial buildings.
  3. Technical Competence Framework: Create and own a technical competence framework and associated policy, prioritizing safety for contractors and staff.
  4. Industry Best Practices: Ensure early adoption of industry best practices, especially those impacting safety, and represent the council in industry-wide engagements.
  5. Policy Development: Develop and implement policies and procedures to ensure compliance with all relevant regulations.
  6. Departmental Management: Ensure that in-house M&E trade specialists, engineers, and external contractors meet regulatory compliance, industry standards, and council policies.
  7. Service Excellence: Maximize internal client satisfaction by maintaining a fully compliant, operational, and well-maintained property portfolio.
  8. Training and Education: Provide training to maintenance staff on safety, environmental, and other compliance standards.
  9. Risk Mitigation: Identify and mitigate potential compliance risks within the department.
  10. Auditing and Monitoring: Conduct routine audits and inspections to assess adherence to standards.
  11. Documentation and Record-Keeping: Maintain accurate records for regulatory reporting and audits.
  12. Reporting: Prepare and submit compliance reports to relevant authorities or management.
  13. Communication: Act as liaison between maintenance and regulatory authorities.
  14. Continuous Improvement: Identify opportunities to enhance compliance processes.
  15. Crisis Management: Manage responses to compliance-related emergencies or incidents.
  16. Health & Safety Management: Ensure compliance with Health and Safety at Work Acts and related regulations.
  17. Finance and Performance Management: Manage budgets for compliance activities and implement performance strategies.

Essential Qualifications and Experience
  • Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Science, or related discipline

  • Significant experience in health and safety roles, especially in maintenance and engineering
  • Proven leadership and management experience

Desirable
  • ISO 45001 or ISO 14001 Lead Auditor Certification
