Job summary

LinsCare in Slough, Berkshire, is seeking a Financial Accountant / Property Finance Manager on a daily rate contract. You will lead budgeting for property revenue and capital, challenging spend and producing timely forecasts.

The role requires a professional accountancy qualification (CIPFA/ACCA/CIMA/CCAB), strong public sector experience, and advanced Excel. You will partner with Property Services and report to senior stakeholders.

Qualifications

• Qualified accountant with CIPFA/ACCA/CIMA or CCAB.
• Significant experience in financial accounting, budgeting and forecasting.
• Experience in local government, public sector finance or property finance.
• Strong financial analysis and business partnering skills.
• Advanced Excel and financial modelling experience.
• Excellent communication and stakeholder management skills.
• Experience challenging expenditure and delivering savings or efficiency programmes.

Responsibilities

• Lead the preparation and monitoring of property revenue and capital budgets.
• Review and challenge expenditure, identifying overspends, financial pressures and savings opportunities.
• Develop accurate monthly and quarterly financial forecasts.
• Support Medium-Term Financial Strategy (MTFS) planning, including property disposals and changes in income.
• Analyse property expenditure, income, capital projects and savings programmes.
• Provide financial advice and challenge to budget holders and senior stakeholders.
• Produce accurate and timely financial reports for senior management and elected members.
• Act as the key finance business partner for Property Services.
• Ensure compliance with local government financial regulations, accounting standards and Council policies.
• Support effective financial management and value for money across the property estate.
