Overview

Role Title: Property Compliance and Building Safety/Risk Manager

Location: West London (Hybrid – on-site and remote working)

Rate: £500 per day (umbrella)

Contract: 3–6 months, with potential to extend

About the Role

We are seeking an experienced and proactive Property Compliance and Building Safety/Risk Manager to support the Council’s corporate property portfolio. In this pivotal role, you will lead on delivering a robust technical services function, ensuring that all statutory compliance requirements are met and that buildings remain safe, compliant, and efficiently managed.

Key Responsibilities
  • Oversee statutory compliance across the Council’s property estate, ensuring all buildings are free from risk.
  • Conduct on-site compliance audits and surveys of M&E systems, building fabric, and associated documentation.
  • Ensure premises controllers and FM partners manage sites effectively and consistently.
  • Support the Hard FM function, including procurement and supplier/partner engagement.
  • Lead on the mobilisation of new properties – from handover and acceptance to supply chain set-up and go-live.
  • Drive best-practice operations, embedding an efficient compliance framework across the estate.
About You

We are looking for a hands-on, versatile professional with strong technical expertise and excellent stakeholder management skills. You will demonstrate:

  • Proven experience in property compliance and building safety management.
  • Strong knowledge of statutory compliance requirements across a mixed property portfolio.
  • Experience conducting audits, surveys, and risk assessments of M&E and building fabric.
  • Familiarity with Hard FM functions, procurement, and supplier engagement.
  • A proactive and practical approach, with the ability to balance site-based and strategic responsibilities.
  • Experience mobilising new properties and services from handover to operational readiness.
