Projects & Programme Delivery Specialist Advisor

Starting salary: £41,132 rising to £44,988 per annum through annual increments being paid each year (pro rata for part time applicants)

Contract type: Permanent

Work pattern: Full time, 37 hours per week (Part time, annualised hours, compressed hours or term time working considered - discussions at interview stage welcome)

The role

This is an exciting opportunity for an experienced project manager to join our Projects and Programme Delivery team within the Strategic Projects department.

You will oversee a wide range of design and construction projects across our various capital portfolios, which include engineering, infrastructure, environmental and ecological projects, such as flood risk management schemes, reservoir improvements, hydrometry upgrades, fish migration improvements, river restoration schemes, metal mines remediation, and forestry estate infrastructure.

Your priority, from initiation to completion, is to ensure that your projects are delivered on time and within budget.

By managing multi-disciplinary teams to develop best-value, innovative solutions, you will deliver NRW’s strategic goals as set out in our Corporate Plan and contribute to outcomes for the people and nature of Wales.

This role will involve project management of our more complex, higher profile projects (financial, legal, operational, and reputational), with due regard for NRW’s risks and liabilities.

You will understand and apply the principles of Sustainable Management of Natural Resources (SMNR) and the Well-being of Future Generations Act, ensuring that they are considered in all decision making.

As an organisation, we support flexible working. You will be contracted to one of the NRW offices named above, and a suitable hybrid working pattern will be agreed upon appointment. Any regular face-to-face meetings or training will be planned in advance.

What you will do
  • Undertake Project Manager responsibilities for allocated projects within our PRINCE2 methodology.
  • Demonstrate exemplar project management principles, including financial, programme, scope, risk, and contract management for higher-complexity and higher-risk projects.
  • Manage the procurement of all suppliers on your projects, undertaking your duties in line with delegated authority and NRW policies and procedures.
  • Prepare MS Project programme for projects, providing accurate forecasting of project milestones and understanding and managing programme delivery risks.
  • Identify all consents and permissions required and apply for/instruct suppliers to obtain these in a timely manner.
  • Write and maintain a risk register for projects and act to manage financial, commercial, legal, operational, and reputational risks.
  • Be a champion of safety and environmental practices and promote these to your project teams.
  • Manage project communications to effectively engage and influence stakeholders to facilitate project delivery and outcomes.
  • Build strong relationships with internal and external partners to achieve integrated solutions that deliver at a local and national level.
  • Identify and share lessons learned and best practice.
  • Undertake health and safety duties and responsibilities appropriate to the post.
  • Be committed to your own development through the effective use of your personal development plan (known as Sgwrs).
  • Any other reasonable duties requested commensurate with the grade of this role.
Your qualifications, experience, knowledge and skills

In your application and interview, you will be asked to demonstrate the following skills and experience using the STAR method:

  1. Educated to a minimum of degree level in an engineering, science, environmental, geography, or related technical subject.
  2. Post holders should have significant experience and have or be working towards qualified Chartered Professional Status in their chosen field of expertise (ICE, CIWEM, RICS, APM).
  3. PRINCE2 Practitioner Status is desirable, or a commitment to achieve within 6 months of being in post.
  4. UK full driving licence.
  • Essential: Level A1 – Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
  • Desirable: Level B2 – Upper intermediate level (able to discuss work matters)
