Qualifications

Job Title: Projects Portfolio Manager
Start Date: ASAP
Contract: 12-Month Fixed Term
Pay Rate:up to £60,000 per year
Working Pattern: 37 hours per week, Hybrid Working

About the Role:
An exciting opportunity has arisen to join a progressive and resident-focused local authority in Kent as a Projects Portfolio Manager. This role will sit within the Excellent Services Programme and will be responsible for driving forward a portfolio of customer-focused transformation projects across digital systems, operational delivery, and internal service improvements.
You’ll work across multiple departments, managing the delivery of key initiatives from concept to completion, ensuring value for money, improved outcomes for residents, and stronger internal service processes.

Key Responsibilities:
  • Lead the definition, delivery, and ongoing monitoring of a portfolio of change projects
  • Support colleagues and project teams to design and implement transformation across services
  • Oversee governance, planning, risk management, and stakeholder engagement
  • Work closely with IT and service leads to ensure effective delivery and benefit realisation
  • Ensure customer needs are at the heart of all transformation outcomes
  • Monitor KPIs and project performance, and provide reports to senior management
Essential Skills & Experience:
  • Demonstrable experience delivering transformation projects/programmes, ideally in public sector or housing
  • Excellent project management and stakeholder engagement skills
  • Strong understanding of change management and benefits realisation
  • Familiarity with project methodologies such as Prince2 or Agile
  • Clear, confident communicator with strong written and verbal skills
  • Strong analytical and problem-solving skills
  • Project Management qualification is highly desirable
