Job description

Human Resources / Organisational Development Adviser
Hertford
Contract
£21.11 per hour PAYE or £27 per hour Limited paid via Umbrella company inside IR35

Our client is looking for an experienced Human Resources / Organisational Development Adviser.

Key Responsibilities:

  1. Provide day-to-day advice, support and guidance to managers and staff across the Council.
  2. Monitor and review Council HR policies and practices.
  3. Manage casework from within your allocated services.
  4. Lead on and/or participate in a range of people-related projects as directed.
  5. Work with the HR and Payroll Service (including Health & Safety), supporting colleagues and delivering the service.
  6. Support the learning and development activities of the council.

Operational Responsibilities:

  1. Recruitment and selection, including all aspects of the resourcing cycle from exit interviews to design of new roles, job evaluation, advertising, interviewing, skill testing to implementation of the induction process.
  2. Implement employment legislation and ensure compliance and understanding by managers and staff.
  3. Work with HR Administrators to ensure quality service standards are met.
  4. Manage casework including ill health, discipline, and grievances.
  5. Oversee maternity and parental leave.
  6. Support staff welfare, health and safety (in liaison with the Health & Safety Adviser).
  7. Facilitate learning and development.
  8. Assist with change management, including restructures and redundancies.
  9. Support organisational development activities from changes to staffing structures and workforce through to changes to ways of working.
  10. Review HR policies and practices to ensure legal compliance and meet the needs of the Council, providing advice, support, and briefing sessions.
  11. Coordinate, monitor, and promote excellent HR practices.
  12. Provide statistical data and analysis for measurement of HR services and operations.

Team Working Responsibilities:

  1. Work with colleagues to ensure consistency and quality of HR services offered to customers.
  2. Support staff and managers with timely advice and guidance.
  3. Assist team colleagues in times of increased workload.
  4. Contribute to the development of the HR function within the authority.
  5. Help achieve the HR service plan and the delivery of corporate priorities.
  6. Contribute to the development and delivery of the Council's People Ambition Strategy.

Communication & Contacts:

  1. Deliver advice and guidance to all levels of staff and Councillors in relation to HR issues.
  2. Produce reports and information for the Council’s HR Committee and the Local Joint Panel.
  3. Work with communications colleagues to develop staff communications, intranet content, and public-facing people-related content.
  4. Develop contacts and identify good practices with other local government organisations.
  5. Attend and contribute to HR team meetings.
  6. Support the development of staff and team leaders.
  7. Work with service providers to ensure contracts are delivered to expected standards and raise issues as appropriate (e.g., Occupational Health provider).
  8. Collaborate with union colleagues to ensure good working relationships when handling employee relations issues and developing processes and ways of working.
