The Capital Delivery Service

Sheffield City Council has a strong Capital Programme with an ongoing value of approximately £200m per annum. To ensure the highest quality delivery standards are achieved, a Capital Delivery Hub (the Capital Delivery Service) has been created to drive ongoing improvements in performance, pace and quality of the widely varying projects within the programme.

The Capital Delivery Service employs 90 staff in a variety of management, technical and professional roles and has a Capital Programme Management Office that leads on the continued improvement and development of best practice delivery across the capital programme.

The roles and services provided by the Capital Delivery Service include:

  • Programme and Project Management
  • Cost Management
  • Structural and Civil Engineering
  • Mechanical and Electrical Engineering
  • Work Assurance and Project Safety

The Service is a fully traded service, charging fees for the services it provides and operates as a professional services multidisciplinary consultancy within the Council.

The Service has a vision for developing into a public sector leading centre of excellence for the delivery of capital projects and programmes and is at the forefront for driving change in how the Council delivers its capital programme.

Training and Development

Working within the service, there are many opportunities for ongoing training and development, including support and mentoring to achieve professional qualifications. We seek to provide a range of training opportunities to suit the ongoing development needs of our staff and the Capital Programme.

The Service is engaged across the diverse range of projects within the Capital Programme. The programme averages around £200m per annum, with recent and current projects including:

  • New Secondary & Primary Schools (£75m)
  • SEND Expansion and New Builds & Secure Children&s Homes (£30m)
  • General Building Refurbishments (£10m per annum)
  • Non-core Highways works (£TBC)

To enhance the delivery of the capital programme, we are looking to appoint an Assistant Project Manager to support the Head of Project Delivery/Delivery Manager $ú Project Delivery and Project Managers within the team.

Duties & responsibilities within the role will include:

  • The use of agreed project management framework and management tools to drive projects to successful completion.
  • To prepare and contribute to the development of contracts and drive the contract management and administration required to successfully deliver projects through to completion.
  • To ensure that all projects are delivered in accordance with council financial, procurement, legal, gateway and management procedures.
  • Be a strong customer advocate by ensuring the customers voice is at the heart of every project, challenging common practice and procedures and if necessary working with others to find customer focused solutions.
  • To robustly manage all project risks, issues, opportunities, budgets, contracts and costs throughout the life of the project and manage any change, risk or resource pressure pro-actively and take active responsibility to resolve or escalate as required.

The ideal candidate will have the following attributes/skills in the following areas:

  • Minimum of 2 year&s experience of successful support to project management teams in a construction or multidisciplinary context.
  • Experience of supporting the project management of multiple projects with multiple stakeholders and complex requirements.
  • Knowledge of all stages of project management including the development, implementation and use of all the necessary controls and processes to ensure successful delivery.
  • Experience and ability to identify and deliver specific project objectives with a high level of autonomy, albeit with support guidance from the Project Manager/ Delivery Manager.
  • Emerging skills in negotiating, influencing and decision making.
  • Commercial awareness and understanding of project financial management and contract management procedures.
  • Excellent oral and written communication skills. Able to produce reports, presentations and other written material to a very high standard and tailored to different audiences.
  • We are looking, in particular, for support on the delivery of the Transport Programme, therefore highways experience would be beneficial.

Essential Qualifications

  • Post holders will have sufficient experience within the construction industry or within a multidisciplinary team and be willing to undertake Project management training with the Association of Project managers.
