M&J is looking for a Project Office Engineer (POE) to provide construction contract administration support. The position is for a full-time position located in Puerto Rico.

Responsibilities

The POE shall perform the following:

  • Informs the PE of visits by the project owner representatives, media representatives, utility representatives, public representatives, or when permit compliance inspections have been performed. Keeps the PE informed of activities and concerns on the project on a daily basis. The POE is not authorized to make or approve changes to the contract, but is expected to recommend changes to the contract for clarification or improvements.
  • Reviews and performs detailed analysis of complex or moderately complex Critical Path Method (CPM) project schedule submittals using Primavera or other software.
  • Reviews contractor monthly invoices, material submittals, shop drawings, As- Built drawings, contractor requests, and provide comments and/or recommendations to the PE. Reviews traffic control, environmental controls, construction methods, and all issues concerning the construction of the project. Determines the acceptability of the day-to-day work performed by the contractor. Reviews and recommends acceptance or rejection of daily reports submitted by the contractor.
  • Responsible for seeing that daily activities are documented and project files are kept up-to-date. The POE may be responsible for completing the Project Diary, Monthly Progress Estimate, Material Register, status reports, and seeing that project files are properly maintained and complete.
  • Drafts the final close-out pre-negotiation memorandum, contract modification, and Final Construction Report.
  • Informs the PE of possible changes, and recommends solutions. Develops independent engineer’s estimates. Reviews and provides comments on contractor price proposals. Drafts contract modification documents, including prenegotiation memorandums. Creates draft onsite correspondence for the PE signature to the contractor providing clarification of contract requirements. Prepares drafts of correspondence for the PE and/or COE of official correspondence.
  • Provides assistance in planning, organizing, and facilitating project meetings, including meetings with the owning agency, local utilities, landowners, designers, local officials, contractors, including formal partnering meetings.
Qualifications

The POE shall possess the following minimum qualifications:

  • Bachelor Degree in Civil Engineering.
  • EIT Certificate
  • Minimum of 4 years’ experience in highway and bridge construction, including at least 1 year serving as Project or Resident Engineer or Assistant Project or Resident Engineer on State or Federal highway or bridge construction projects.
  • This position requires a comprehensive knowledge of highway engineering principals, construction methods, traffic control, environmental compliance, surveying, equipment, trades, materials, schedules, and practices. The POE is expected to have direct knowledge and basic understanding of the latest editions of the Manual of Uniform Traffic Control Devices (MUTCD), AASHTO Policy on Geometric Design of Highways and Streets, ADA Standards for Accessible Design and AASHTO Standard Specifications for Transportation Materials and Methods of Sampling and Testing. The POE must be able to interpret project plans, specifications, contracts, regulations, schedules, submittals, and detailed cost estimates. This position requires an extensive knowledge of construction contract administration and contract filing systems.
  • The POE must be proficient in the internet, Microsoft Outlook, Excel, Word, and Primavera or other scheduling software, and is required to have a proficient level of writing skills. The POE is expected to have good listening and both, oral and written communication skills, and must be able to coordinate and schedule the efforts of others.
