Job description

An opportunity has arisen to join SW ESN Regional Team in the role of Project Manager on a full time basis. The regional ESN office is based in Exeter and is a hybrid role.

This is a fully funded 12 month fixed term role (reviewable on an annual basis), based in the South West Region, with travel throughout the 5 forces in the South West and occasionally outside of the Region a pre-requisite of this role.

Our mission is to deliver a safe and secure Emergency Services Network by being innovative in our thinking, pioneering and challenging in our approach and collaborative in our ways of working.

We will deliver a new safe and secure national Emergency Services Network (ESN) for the South West region, which will replace the current national Airwave network and is designed to evolve with the needs of policing. Using 4G LTE technology the new Emergency Services Network will be the first of its kind globally and will create a digital environment, for the benefit of all emergency services.

This is a large and technically complex programme, comprising multiple interdependent projects which together will deliver significant technical and organisational change.

Reporting to the ESN Programme Manager, the successful applicant will be responsible for the following in line with the role profile:

  • Management of allocated projects, both technical and business, which deliver new ESN capabilities into the organisation to enable the realisation of planned business benefits, in line with the principal responsibilities of the role profile.

Main Responsibilities:

  • Prepare and maintain as appropriate the project/work stream brief, business case, project product description, benefits review plan, project initiation document and components including the project plan, and stage/exception plans and product descriptions as required and agree them with the relevant body as directed.
  • Monitor project/work stream progress and performance and prepare reports as required, including highlight reports, issue reports, end stage reports, lesson reports, exception reports and end of project report as appropriate and escalating where necessary.
  • Establish and manage project controls - monitoring and reporting, planning and controlling the utilisation of resources to achieve deliverables in accordance with what is agreed.
  • Establish, maintain and manage relationships with internal and external stakeholders both regional and national including liaising with corporate or programme management to ensure that work is neither overlooked nor duplicated by related projects/work streams and where appropriate liaise with external suppliers and account managers.
  • Utilise business analysis, statistical data and other information to inform and support evidenced based decision making within the project context.
  • Manage the production of the required products/outputs, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
  • Maintain key project/work stream records as required including issue register, risk register and logs.
  • Establish and manage the project's procedures in accordance with corporately defined standards and approach (risk, issue, configuration management, communication)
  • Generate and authorise work packages.
  • Advise through Programme Manager and specific governance body as directed if required any deviations from the plan.
  • Implement the configuration management strategy and ensure those involved in the project/work stream comply with it.

We are looking for a highly motivated individual with the skills, knowledge and experience of the SW Regional ESN Programme, coupled with an enthusiasm to drive change and new technology across the South West Region.

Additional Information:

If you are an internal A&S employee please ensure you have line manager approval as your substantive post will remain open for 1 year. If applying from another force please check upon your application as this may differ between forces. This is an Avon and Somerset contract.

The successful candidate for this role will have the opportunity to work from home whilst also at a secondary work location, which will be a police premises.
