Job Description

Location: Anywhere in the U.S. mainland. Working remotely with travel to project sites required.

ECC is seeking a qualified Project Manager - Fuels for Petroleum, Oils & Lubricants (POL) facility projects for federal government clients. In this position, you will:

  1. Plan and direct activities of designated POL Fuels projects to ensure goals are achieved within the prescribed time frame and budget.
  2. Create and review project proposals or plans to determine time frames, funding limitations, procedures, staffing requirements, and resource allocation.
  3. Ensure project safety and quality are incorporated into planning and execution.
  4. Establish work plans and staffing for each project phase, understanding scope and risks.
  5. Arrange for recruitment or assignment of project personnel.
  6. Coordinate with project staff to outline work plans, set goals, and assign duties.
  7. Manage activities of project personnel to ensure progress on schedule and within budget.
  8. Generate status reports, modify schedules as needed, and prepare monthly analysis.
  9. Analyze costs and schedules, initiate corrective actions to keep projects on track.
  10. Identify and analyze items with excessive costs.
  11. Apply estimating skills, build schedules, and develop technical approaches.
  12. Manage contractual agreements and change orders.
  13. Prepare and present project reports to management and clients.
  14. Provide technical advice and resolve problems with project personnel.
  15. Manage issues and disputes professionally and timely.
  16. Ensure timely processing of submittals and payments, coordinate with regulatory agencies.
  17. Manage supervisory responsibilities according to policies and laws.
  18. Perform other responsibilities as assigned.
Requirements
  • Minimum of 5 years of project field or management experience with POL fuels repairs/construction projects, including at least 2 years of project management responsibilities.
  • High school diploma or GED at minimum.
Preferred Qualifications
  • Experience in Petroleum, Oils, & Lubricants facility industry, engineering, including design, inspection, testing, and construction of POL facilities.
  • Experience managing POL construction projects, including fuels system deficiency repairs.
  • Proven experience with project reporting, financial tracking, scheduling, and documentation.
  • Technical expertise in POL systems and specifications.
  • Client management experience, especially with Air Force and Navy.
  • Professional Engineering License (desired).
  • Certifications like API 653 for tanks, API 570 for pipelines (desired).
  • Completion of 'Construction Quality Management (CQM) for Contractors' course.

ECC offers a targeted base salary range of $115,000 to $140,000 annually. Actual salary may vary based on education, experience, certifications, skills, responsibility level, and location.
