Purpose and Context of the Role
The Integrator, comprising the Joint Programme Management Office (JPMO) and Programme Outcome teams, integrates various aspects of technology, approvals and management arrangements and dependencies. It is a collaborative effort between the Intelligent Client and Industry led by the Industrial Partners (Tier 1) for each phase. This layer holds the delivery layer to account and also integrates elements of the product (along with whole programme integration) into programme level artefacts such as the Joint Integrated Master Schedule (JIMS) and Master Data and Assumptions List (MDAL) to increase value and minimise schedule risk.
Role Responsibilities
- Baseline, Change & ADEs Lead – coordinate Change Management activity across the Integration layer and proactively manage programme level ADEs and decisions to support achievement of programme outcomes. Develop a SQEP team for day-to-day management and interface with other IPs and SDA as appropriate.
- Integrator ADEs Lead – proactively manage programme level ADEs captured in the Joint MDAL across the programme lifecycle (D2L2 and beyond) to mitigate SSNR Programme risk and commercial risk to IPs.
- Collaborate with Baseline, Change & ADEs leads from each of the four Parties to align ADEs and facilitate data sharing.
- Coordinate with Commercial leads from each party to ensure alignment to Commercial Principles underpinning ADEs.
- Work with the Programme Outcomes lead for Transformation and JPMO leads for Schedule, Cost, Risks and Opportunities.
- Support Programme Managers with impact assessments of change, forecasting and option analysis; provide analytical evidence for decisions/recommendations.
- Engage with Project Controls leaders to align controls across Parties and share data.
Responsibilities
- Leadership – day-to-day leadership; develop relationships across organisations to drive understanding of baseline and change control data; build team capability including training; foster collaboration with RR, Babcock & MOD.
- Deliver Reunify activity across the programme.
- Performance Measurement Baseline Artefacts – maintain baseline artefacts and support maturation through performance trends; manage configuration control including Joint MDAL and baseline change artefacts.
- Assurance – implement assurance activities to ensure quality and content of artefacts; support control of the baseline (ensuring approved changes are incorporated).
- Strategy & Processes – establish and improve processes, capabilities and tools for baseline, change and ADE management; standardise cross-party artefact processing including ADEs and Joint Change Requests.
- Integration – align ADE processes with SDA and IPs; ensure coherent analysis and messaging; assess cross-party impacts of changes and enable change implementation; liaison with Finance for contingency draw-downs; work with project controls for coherent integration.
- Analysis – provide ADEs analysis with clear summaries; communicate results to governance; assess change impacts on baselines; use data to forecast trends; manage cumulative reporting of changes; identify root causes and systemic issues.
- Tools – adopt and maintain toolsets to manage data and records; align with BAES, RR and SDA toolsets.
- Data – establish common data quality standards; capture inputs from Parties; drive data quality improvements; ensure change control supports programme structures.
Candidate Specification – Skills & Experience
- Significant experience on major programmes.
- Proven leadership and management of a team.
- Understanding of baseline management, change management and ADEs with standard approaches and toolsets.
- Knowing implications of ADEs on commercial contracts in multi-party arrangements on complex programmes.
- Experience working with stakeholders across functions and external parties; ability to influence decision-making.
- Ability to lead cross-functional teams and influence beyond direct line management.
- Excellent communication and presentation skills; strong MS Office (PowerPoint and Excel).
- Previous experience in a similar role.
- Desirable: experience on a major UK investment project with public and private sector involvement.
- Desirable: knowledge of the UK Defence Sector and Submarines Enterprise.
