Position Description
ERT is seeking an experienced and skilled Project Manager (PM) to oversee operations and maintenance activities supporting NOAA's Joint Polar Satellite System (JPSS) mission. The PM has responsibility for managing staff, maintaining customer relationships, and ensuring performance Statement of Work requirements are met, including all performance metrics, deliverables, and customer communications. The PM works closely with customers to clarify requirements and objectives, and to oversee the implementation and operation of the systems. Duties include:

  • Managing status, reporting and deliverables assigned to the JPSS task order to ensure that all are submitted complete and on time
  • Ensures that all staff members are trained in their duties including general maintenance activities and the specific architectures, maintenance procedures, and configuration management procedures unique to JPSS. Ensures that staff are cross trained so that they can backfill for others on their team that are not available for short and long periods of time.
  • Provides inputs to all data calls and information requests
  • Interfacing with customers on a daily basis and ensuring that staff properly coordinate their work with OSPO stakeholders.
  • Working across task orders to coordinate work, transitions, and schedule between different functional teams, to facilitate system changes, upgrades and enhancements.
  • Ensuring that all contractual deliverables pertinent to the contract scope are provided by the team on schedule.
  • Recruiting and training technical staff and works to enhance employee dedication to quality while fostering a culture of respect, trust, and integrity.
  • Works with subcontractors to ensure timely recruiting for all subcontractor positions.
  • Ensuring all staff billings are accomplished according to corporate/contract policy and procedures.
    Supports required meetings by assigning staff to develop and distribute agendas, minutes, action items and informational items.
  • Supports all monthly and quarterly contract status meetings
  • Provides support to the contract PM team for all O&M related areas
  • Provides status updates to ERT Executive Management

Required Skills
10+ years of related experience.

  • Strong management skills, including schedule, cost, and deliverables management.
    Management experience overseeing an O&M team within a 24x7, real-time satellite ground system environment preferred
  • Staff management experience of at least 25 full time staff, which includes direct reports and may include subcontractors
    Must have the ability to coordinate with various stakeholders (customers, ERT management, and task order leads) to develop enterprise level solutions to ensure continuous infusement of quality and program efficiencies
  • Strong IT knowledge and background with a demonstrated history of work in an IT environment that includes management of Operational systems
  • Knowledge of IT security principles and Federal IT policies, procedures, and guidelines under Federal Information Security Management Act (FISMA) and NIST IT security publication.
  • Demonstrated history of successful management, having met strict timelines and maintained customer relationships
    Ability to understand and make decisions related to new technologies, security vulnerability management, and other system technology improvements as necessary
  • Good communicator, motivator, and problem solver, who works well with their team to achieve a high level of performance
  • Demonstrated history of understanding customer needs and generating solutions
  • Experience with NOAA Satellite Ground Systems desirable
  • Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

Education
Bachelor's Degree in Computer Science, Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Business Administration, or equivalent. Program Management Professional certification desirable, not required.

Work Location
Work is to be completed on-site at the NOAA Satellite Operations Facility (NSOF) in Suitland, MD.

Compensation
The salary range for this role is $122,000 - 276,000/year. This range is a good faith estimate based on similar roles across the organization. ERT considers several factors when extending an offer of employment, including the location, scope, and associated responsibilities of the specific position, as well as a candidate’s work experience, education/training, and key skills.
